City Council 02-15-2006, 6:00 p.m. <br />Summary of Work Session <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso and Richard Terway. <br />Also present were John Meyer, Paul Palzer, Lance Hoff of Bonestroo & Assoc., and Jim <br />Hoeft, City Attorney. Absent were Council members Jeff Paar and Tom Lee. <br /> <br /> <br />st <br /> <br />1.Dallas Larson reviewed the costs associated with the 21 Avenue/Backage Road <br />and industrial site project. Utility construction costs are about $1.4 million. Site <br />acquisition is at $650,000. The improved value of the land is estimated at $6 per <br />square foot. John Meyer reviewed the financial projections of costs and the <br />repayment structure. The financing plan would allow about three years before the <br />City would have to consider tax levies to support the project. If land sales and <br />development go according to estimates, the project would not require any City tax <br />support. The Council discussed the possibility of purchasing the Sheehy parcel and <br />developing and marketing the combined, larger tract. Having the additional land <br />would lower overall cost per square foot. Also, the Sheehy parcel could be cleaned <br />up so as not to depreciate lands around it. Council directed staff to see if a purchase <br />option could be obtained on the Sheehy property. This matter will be placed on the <br />agenda for a decision on February 22, 2006. <br /> <br />2.The Council discussed the Centennial Hockey Association proposal for the City of <br />Centerville to help underwrite obligations associated with the construction of an <br />additional sheet of ice at Schwan’s Super Rink. They had asked the City to pay <br />$16,000 up front and guarantee a proportion of unsold ice. The City had given <br />conceptual approval at the last meeting. Circle Pines and Lino Lakes have both <br />approved participation. The Council asked that we gather information on the <br />financing plan and what is being required by Anoka County HRA, who is financing <br />the project with tax exempt bonds. <br /> <br />3.The Council agreed to meet with staff on April 4, at 4:30 p.m. to discuss goals. <br /> <br />The meeting was adjourned at 8:00 p.m. <br /> <br />Dallas Larson <br />City Administrator <br />
