City Council 04-26-2006, 7:45 p.m. <br />Summary of Work Session <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway, <br />Jeff Paar and Tom Lee. Also present were Tom Peterson of Bonestroo & Assoc, and <br />Kurt Glaser, City attorney. <br /> <br /> <br /> <br />1.The Council discussed the implementation of the downtown redevelopment and the <br />need to remain resolved. Requests may come in for variances to do things that are <br />not in compliance with the plan. Allowing significant investment in nonconforming <br />uses could undermine the chances for success. Dallas Larson and John Meyer will <br />bring back an outline for a request for development proposals in two weeks. <br />st <br /> <br />2.The Council reviewed the 21 Avenue/Backage Road and industrial site project and <br />its status. An undisclosed easement to Rice Creek Watershed District was <br />discovered through a survey. The entire site of the proposed industrial development <br />would be unbuildable if the easement were not released by RCWD. It is believed <br />that RCWD will release the easement, but that must be confirmed. The City has <br />been unable to negotiate easements with Sheehy Construction, so the attorney will <br />be proceeding with the condemnation of the needed right of way and easements. <br />The County permit for CSAH 54 entrance has been applied for and a right turn lane <br />will be required. Bids will be received on May 4 and the Joint Powers Agreement <br />stth <br />with Lino Lakes for 21 Avenue is on their agenda for May 9. Bond financing <br />procedures have been initiated. <br /> <br />3.The Council reviewed the CSAH 14 project and the construction schedule that is <br />being suggested by Anoka County. The county would construct the east end of the <br />project between the interchange at 35E and Clearwater Creek and the north end of <br />the project from Mound Trail to 35W in 2007 and the middle section of the project <br />in 2008. The Council would like the downtown area up to Centerville Lake added to <br />2007 construction, if possible. This facilitate the redevelopment of the downtown. <br /> <br />4.Dallas Larson reported that the principals of Bonestroo, Rosene, Anderlik and <br />Associates would like to assign a different engineer to Centerville to take over the <br />various projects. The Council agreed that could be a good idea and asked that the <br />firm bring the proposed engineer to the next meeting for introductions. <br /> <br />The meeting was adjourned at 8:45 p.m. <br /> <br />Dallas Larson <br />City Administrator <br />
