City Council 06-14-2006, 8:40 p.m. <br />Summary of Work Session <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway, <br />Jeff Paar and Tom Lee. Also present were Mark Statz, engineer, and Kurt Glaser, City <br />attorney. <br /> <br />The Council reviewed the special assessment policy as it related to possible assessments <br />to the property on Old Mill Road that is being proposed for improvement by Jeff Hanzal. <br />The Council agreed that Mr. Hanzal should absorb a larger than normal share to <br />encourage the other property owners to participate without objection. The City would <br />probably be willing to defer part of the cost to some of the properties, but in order to <br />make sure that assessments are sustainable; the petitioning party must absorb a higher <br />cost. <br /> <br />The Council discussed the downtown redevelopment and specifically the possibility of <br />purchasing key parcels if they come up for sale. The City Administrator will keep in <br />touch with property owners and bring it to the attention of the Council if properties <br />become available for sale, and if possible, bring sale offers to the city in the form of an <br />option agreement. <br /> <br />The Council briefly discussed CSAH 14. A draft Joint Powers Agreement will be offered <br />by Anoka County in about two weeks. <br /> <br />The Council discussed compensation for mayor and council. The last change was <br />adopted in 1974. Staff was instructed to prepare a draft ordinance increasing <br />compensation to $400 for mayor and $325 for council. Also an ordinance was requested <br />that would prohibit anyone from applying for employment in the positions of <br />administrator, finance director and public works director for two years after leaving <br />council. <br /> <br />The Council reviewed schedules for summer meetings to determine if a quorum would be <br />present at all regular meetings. <br /> <br />The Council discussed capital projects and specifically as to whether the City should <br />consider an alternative public works garage site to allow the existing site for some kind of <br />commercial use.
