Interim Ordinance — Moratorium - §462.355, Subd. 4 <br />- Maintains Status Quo & Prohibits Retail Sales While City Studies the Issue <br />- Moratorium can regulate, restrict or prohibit sales <br />- Can only be in place for up to 1 year <br />- Must adopt an Ordinance to authorize a study to be done <br />- Legal justification for the moratorium should be stated in findings of fact when the <br />Ordinance is adopted <br />- A public hearing on the adoption of an Ordinance for a moratorium is not required <br />3. Adopt an Ordinance Without Adopting a Moratorium <br />- Some items a city may consider when drafting these regulations include: <br />• Licensing of sellers? <br />• What areas of the city edible cannabinoids may be sold or manufactured or <br />distributed. <br />- Zoning regulations <br />Retail Sales <br />- Manufacturing & Production <br />• What business should be allowed to sell edible cannabinoids. <br />• Age of person selling the product. <br />Location of products within retail establishment. <br />• Pop-up sales - Kiosks. <br />• Transient merchants. <br />Vending machines. <br />
