Bonestroo <br /> <br />Honorable Mayor and City Council <br />City of Centerville, Minnesota <br />1880 Main Street <br />Centerville, MN 55038-9794 <br /> <br />, \)\ <br />\~. \p <br />1i\ \I <br />[\ ~ \~'J' <br />\j \ ; <br />;\X, <br /> <br />, <br /> <br />Re: 2009 Street and Utility Improvements Project <br />Public Open House Feedback <br />Bonestroo File No.: 000616-07158-0 <br /> <br />Dear Mayor and Council: <br /> <br />The purpose of this letter is to outline the main issues voiced at the February 21, 2008 public open house <br />and possible steps the council could take to continue working with the public to reach a consensus on the <br />appropriate scope for the proposed 2009 Street and Utility Improvement Project. <br /> <br />The public open house began at 6:00 p.m. with a short presentation at 7:00. Following the presentation a <br />question and answer formatted discussion began. The following is our summary of the major discussion <br />topics from the meeting: <br /> <br />Q: Can't this projed wait? This is generally a bad time for burdensome assessments due to current <br />economic conditions. <br />A: If the council is committed to providing water to all its residents by 2012, the water main and <br />service installation portions of this project should move forward. <br /> <br />Additionally, D and E type improvements are being done to protect the City's investment in the <br />existing street subbase and bituminous base, respectively. Delaying these improvements would be <br />detrimental to those streets resulting in higher life cycle costs. <br /> <br />Type C 1 improvements could be delayed because we have determined that there is no salvage <br />value left in the existing bituminous or gravel subbase. Delaying these improvements does not <br />increase the life cycle costs as long as people are willing to tolerate their existing condition and the <br />City is able to maintain reasonably safe driving conditions without extensive maintenance costs. <br /> <br />Some Type C 1 improvement areas are imbedded in other improvement classifications. Delaying <br />these few areas would necessitate driving heavy trucks and other construction equipment across <br />the other improvements when the Type C1 work is completed in the future. For this reason and <br />for the general continuity of the project, we would recommend that these "imbedded" areas of <br />Type C 1 improvements remain in the scope of work for 2009. This is shown graphically on the <br />attached figures. <br />
