The area we are most concerned about is located <br />between CentelVille Road and County Road 21. <br /> <br />September 15, 1987 <br /> <br />Wlile they assured rne additional posting .and school notification signs would be <br />installed, they suggested I contact you, and ask you to declare this section of road <br />as a no parking zone. '!his would accanplish two things. First, it would assure that <br />the shoulders vemain clear of traffic for pedestrians during school hours and <br />secondly, it would assist the oounty in keepiDJ this section fully plowed during the <br />winter months. <br /> <br />The other item they suggested is that the City request a speed zone change fran <br />.unty Road 21 to the existing 30 mile/hour zone. While there is no guarantee the <br />e would be expanded to the 30 rnile/hour, only the city can make the request. <br /> <br />I think it's lcgical as increasErl housil'YJ and developnent occurs in Centelville, <br />additional pedestrian traffic on this section of the voad will increase and <br />therefore does necessitate am justify the askirlJ for the sttrly. <br /> <br />In further discussion with the .County Officials, I learned that plans are being <br />developed to uwrade additional portions of Old Main. If any of these plans include <br />the area between Peltier Drive and County lbad 21, the school district would be <br />interested in pursuirYJ the idea of pedestrian lanes am or sidewalks. I believe I <br />can say the district would be interested even to the point of making a financial <br />contributioo towards the cost of the project. <br /> <br />I realize that while bussing elementary students may resolve the problem for 170 <br />days/year, it does not address the sumner, vacations, weekerrls or evening neoos for <br />these facilities. <br /> <br />In sumnary, the school district is requestiDJ the city council to: <br /> <br />1. Declare the section of Old Main between Centetville PDad (or where there <br />are no walkways) to County Road 21 as a no parking area between 8:00 a.m. <br />and 4:00 p.m. 00 weekdays and inform Anoka County Department of Highways. <br /> <br />2. Request fran Anoka County ~partment of Highways a traffic study be done <br />in order to reduce the speed limit to 30 miles/hour out to County Road 21. <br /> <br />i 3.
