<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />JULY 9, 1983 <br /> <br />Pursuant to due call and notice thereof, a regular meeting of <br /> <br />the City Council of the City of Roseville, Minnesota, was held in <br /> <br />the City Hall in said City on Monday, July 9, 1984, at 7:30 <br /> <br />o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmembers Franke, Kehr, Anderson, and Curley; and the <br />following were absent: None. <br /> <br />Also present were James F. Andre, City Manager, Charles <br /> <br />Honchell, City Public Works Director; Douglas Strong, City Public <br /> <br />Works Department and Thomas S. Deans, City Bond Consultant. <br /> <br />DEMOS: The next item is Improvement No. P-84-7, American <br />Street from County Road B-2 north and westerly 850 feet. <br /> <br />Andre: I have the affidavits of publication showing that the <br />notice was published in the Roseville Sun on June 25 and July 7 <br />and the Certificate of Mailing were mailed to the affected par- <br />ties on (inaudible). <br /> <br />DEMOS: Now we will hear from Mr. Honchell. <br /> <br />HONCHELL: This particular project for those of you who might <br />have trouble identifying on the overhead, is really north of <br />Rosedale. Don't go out and try to find American Street on any <br />map or anywhere else, its merely a name for convenience to iden- <br />tify this potential future roadway. Now there's a bank that sits <br />in this location, stereo shop, paint and wallpaper shop to the <br />west of that. These people here right now have a driveway that <br />comes in off County Road B-2, runs north and then runs westerly <br />to the rear of the property. You can get in through their dri- <br />veway to go to those stores. <br />The new proposal is a petition to convert that plus some <br />additional land that would be just to the north and east of that <br />into a public roadway. The existing roadway would be removed, <br />necessary drainage would be put in. It would then allow for new <br />entrances to the existing facilities, but frankly it would also <br />allow for the necessary entrances for a newly approved shopping <br />
