City of Roseville <br />Ethics Commission Meeting Minutes <br />October 22, 2008 <br />Call to Order: <br />Chairperson LuAnne Pederson called the meeting to order at 6:40 <br />Members Present: <br />LuAnne Pederson, Melissa Weldon, Patrick Schmidt <br />Members Absent: <br />Duane Cady <br />Others Present: <br />City Manager Bill Malinen, City Attorney Scott Anderson <br />Review training outline for November 13, 2008 Ethics Training <br />City Attorney Anderson presented a memorandum dated October 22, 2008, outlining his <br />proposed topics to be covered. By consensus, the Commission supported the outline, <br />with the suggestions of- <br />1) providing some City history and case examples on Ethics & the Code and the role of <br />the Commission; and <br />2) utilizing some situational questions and answers to be interspersed into the <br />presentation. <br />Mandatory Ethics Training <br />The Commission discussed the challenges that arise by attempting to make Ethics <br />training a mandatory event for those covered by the code. By consensus, the <br />Commission agreed: <br />1) that it is important to keep people as informed about the Ethics Code as possible; <br />2) that the current sign -off receipt and recognition of responsibility to read and review <br />training materials should continue to be used; and <br />3) that the Commission will not continue to further the concept of mandatory ethics <br />training. <br />Informal Ethics Opinion <br />The City Attorney reported on an informal ethics opinion that was requested of him by an <br />employee subject to the Ethics Code. He reported on the situation, how he posed <br />questions to help understand the situation facing the employee, and how the employee <br />acted appropriately in seeking the opinion. <br />
