<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, County of Ramsey, Minnesota, was duly <br />held on the 23rd day of October, 1989, at 7:30 p.m. <br /> <br />The following members were present: Cushman, Matson, Kehr, and Rag, <br />and the following were absent: Johnson. <br /> <br />Member Cushman <br />adoption: <br /> <br />introduced the following resolution and moved its <br /> <br />RESOLUTION NO. 8507 <br /> <br />RESOLUTION REGARDING JOHN ROSE MINNESOTA OVAL <br /> <br />WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State <br />Capital Bonding Fund, provides for capital funds to assist political <br />subdivisions of the State of Minnesota for the development of sports; and <br /> <br />WHEREAS, the city of Roseville desires to construct and develop a <br />Speedskating/Bandy/Multi-use Facility for the sports of Speedskating and <br />Bandy and miscellaneous other sport activities; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville <br />that: <br /> <br />1. The City of Roseville is requesting $4,237,000 from the State Capital <br />Bonding Fund and estimates that the total cost of developing said facility <br />shall be $8,237,000.00. <br /> <br />2. The City of Roseville will assume responsibility for a matched <br />requirement of land costs, and further agrees to establ ish a local <br />committee that will attempt to obtain additional monies for said facility. <br /> <br />3. The City of Roseville agrees to own and enter into an agreement with <br />the State of Minnesota, following approval of a hospitality tax by the <br />Legislature, to operate said facility for its intended purpose for the <br />functional life of the facility which is estimated to be an indeterminate <br />number of years. <br /> <br />4. The City of Roseville agrees to enter into necessary and required <br />agreements with the Minnesota Amateur Sports Commission for the specific <br />purpose of constructing a sports facility and long-term program direction. <br /> <br />S. An application has been made to the State of Minnesota, Minnesota <br />Amateur Sports Commission, to be included in the Minnesota Amateur Sports <br />Commission (Governor's) Capital Budget Request for an amount presently <br />estimated to be $4,237,000. <br /> <br />6. That the City Manager and/or Director of Parks and Recreation continue <br />to be authorized and directed to serve as the official liaisons with the <br />Minnesota Amateur Sports Commission. <br />
