<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 20th day of June, 2005, at 6:00 P.M. <br /> <br />The following members were present: Kough, Ihlan, Schroeder, Maschka and Klausing <br />And the following were absent: none. <br /> <br />Council Member Schroeder introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 10317 <br /> <br />A RESOLUTION APPROVING A CONTRACT FOR PRIVATE <br />REDEVELOPMENT WITH ROSEVILLE TWIN LAKES, LLC FOR <br />OPPORTUNITY AREAS 1-5 AND 8 OF THE TWIN LAKES <br />REDEVELOPMENT AREA <br /> <br />BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota (the <br />"City"), as follows: <br /> <br />Section 1. <br /> <br />Recitals. <br /> <br />1.01 On December 8, 2003 the Council approved the "Master Developer" concept for <br />the Twin Lakes Redevelopment Area ("Twin Lakes") and established a Stakeholders Panel <br />process to work with the selected Master Developer on a refinement of the master concepts. <br /> <br />1.02 On March 29, 2004, the Council approved a resolution designating the Rottlund <br />Company, Inc. ("Rottlund") as the Master Developer of Twin Lakes and approved a Contract for <br />Exclusive Negotiations with Rottlund. <br /> <br />1.03 On September 27, 2004, the Council approved a resolution authorizing the <br />continuation of the Contract for Exclusive Negotiations based upon Rottlund successfully <br />achieving the performance benchmarks under Section 7(a) of that Contract. <br /> <br />1.04 On November 8, 2004, the Council approved the extension of deadlines relating <br />to the Contract for Exclusive Negotiations due to the delay in making a concept land use decision <br />as a result of the notification regarding the petition from the Friends of Twin Lakes. The <br />deadline was extended until 60 days after the City ruled on the concept land use plan. <br /> <br />1.05 On January 10, 2004, the Council approved the concept land use plan as proposed <br />by the Master Developer and amended by the Planning Commission and City Council. <br />Therefore, the deadline for Rottlund's completion of the benchmarks set forth in Section 7(b) of <br />the Contract for Exclusive Negotiations became March 14, 2005 and for execution of a <br />Redevelopment Agreement became either June 13 or 20,2005. <br />
