EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> * * * * * * * <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br /> County of Ramsey, Minnesota, was held on the 9th day of December, 2013, at 6:00 p.m. <br /> The following members were present Willmus, Laliberte, Etten, McGehee; and Roe; and the following <br /> were absent: none. <br /> Member Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION 11117 <br /> RESOLUTION SUSPENDING NEW REGISTRATIONS <br /> FOR THE UTILITY DISCOUNT PROGRAM <br /> WHEREAS, Ordinance #620 was passed on April 27, 1970 establishing financial relief for eligible <br /> homeowners with regard to minimum (base) water and sewer charges; and <br /> WHEREAS, the prescribed financial relief became generally known as the Utility Discount or Senior <br /> Discount Program; and <br /> WHEREAS, the Discount Program was incorporated by reference in City Code 801.16(B)(8) and reads <br /> as follows: <br /> 8. Head of Household: The City Council may [emphasis added] establish reduced water <br /> rates for any residence in which the owner and head of the household is receiving <br /> retirement survivors' insurance or disability insurance under the Social Security Act, 42 <br /> U.S.C. section 301, as amended. (Ord. 620, 4-27-1970; 1995 Code) <br /> and WHEREAS,the City Council intends to re-design the Program's objectives and eligibility criteria. <br /> NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Roseville, Minnesota, <br /> hereby suspends any new registrations for Discount Program until such time that the Program is re- <br /> designed in accordance with City Council direction. <br /> The effective date of this action is December 10, 2013. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Member McGehee, and <br /> upon a vote being taken thereon, the following voted in favor thereof: Willmus, Laliberte, Etten, <br /> McGehee; and Roe; and the following voted against the same: <br /> WHEREUPON, said resolution was declared duly passed and adopted. <br />
