Holt, Jacobson <br />STAFF: <br /> Brokke, Anfang <br /> <br /> INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT <br />1. <br />No public comment. Citizen Dick Klick in attendance at meeting <br /> <br />Brokke briefed commission and community on commission appointment process. <br /> <br /> <br /> APPROVAL OF MINUTES – JANUARY 4, 2011 MEETING <br />2. <br />Commission Recommendation: <br /> <br />. <br />Minutes for the January 4, 2011 meeting were approved as amendedCommissioners noted that the listing <br />th <br />of Commissioners present at the January 4 meeting was missing from the minutes. <br /> <br /> <br /> FORESTATION CONTROL ORDINANCE <br />3. <br />Brokke spoke to the commission on the Forestation Control Ordinance. <br /> <br />Parks and Recreation Commission acts as the official tree board for the City of Roseville. As a reminder, <br />o <br />Roseville currently has a diseased and hazardous tree program. <br /> <br />The recent EAB Grant requires an update of the forestation ordinance. Staff have proposed the changes <br />o <br />included in this month’s commission packet. Commissioners agreed to discuss the ordinance changes at <br />the March Meeting. The process for updating an ordinance includes; Commissioners makes <br />recommendation to the council, these recommendations will then be followed by a public hearing at a <br />future council meeting. <br /> <br />Timeline is to have the ordinance ready for Council action in May. <br />o <br /> <br />Commissioners provided the following recommendations: <br />o <br /> <br />Use of the word “disease” may be easier to understand than the proposed change from <br />o <br />disease to “pest” <br /> <br />Feeling that the City of Roseville has neglected our trees and there should be a design for <br />o <br />boulevard trees. <br /> <br /> <br /> 2011 Park Improvement Program (PIP) <br />4. <br />Brokke informed the commission of the recommended PIP projects with details to help clarify projects. <br /> <br />Commissioner Stark reminded everyone that the intent of the fund was to enhance and improve the <br />o <br />parks and recreation system. Based on the current list, we have moved towards replacing and repairing <br />rather than enhancing and improving. <br /> <br />Commission Recommendation: <br /> <br />Motion by Pederson, second by Ristow to approve the 2011 PIP budget of $185,000. Motion passed <br />unanimously. <br /> <br /> MASTER PLAN IMPLEMENTATION CONTINUED DISCUSSION <br />5. <br />Etten updated the commission and community on the master plan implementation to date. <br /> <br />Thank you to the Roseville City council for approving the funding recommendation for the <br />o <br />implementation process. The Citizen Organizing Team and Commission appreciate that funding for plan <br />implementation will not be coming from the PIP budget. <br /> <br />Etten also recognized the Council’s authorization of a community survey to gauge community interest <br />o <br />and priorities. <br /> <br />The Citizen Organizing Team is working on objectives for implementation goals as well as work group <br />o <br />plans. <br /> <br />
