<br /> <br />SPECIAL MEETING OF THE ROSEVILLE PARKS AND RECREATION COMMISSION <br />& THE PARKS & RECREATION MASTER PLAN CITIZEN ORGANIZING TEAM (COT) <br />MINUTES OF THE JOINT MEETING OF JUNE 16, 2011 <br />ROSEVILLE CITY HALL ~ 5:45PM <br /> <br />PRESENT: <br /> Azer, Diedrick, Etten, M. Holt, Pederson, Ristow Simbeck <br />ABSENT: <br /> Doneen and D. Holt contacted staff ahead of time <br />STAFF: <br /> Brokke, Anfang, Evenson <br />COT: <br /> Bill Farmer, Jim Stark, Jake Jacobsen <br />OTHER: <br /> Ron Vine via conference call <br /> <br /> GROUP ORIENTATION TO THE EVENING <br />1. <br />Chair Etten introduced everyone and explained the conference call protocol. <br /> <br />2. LEISURE VISION SURVEY DISCUSSION <br /> <br />via conference call with Ron Vine <br />Mr. Vine listed the following as an overview of the survey findings. <br /> <br /> <br />A good job has been done concentrating on the right projects. <br /> <br /> <br />Tough decisions will need to be made on the dollar amount recommended to be spent on the <br />first round of projects. <br /> <br /> <br />Survey showed consistency of priority areas. <br /> <br /> <br />Trails are of key importance. <br /> <br /> <br />Survey indicates a bond referendum can be passed at the right dollar amount for the right <br />projects. <br /> <br />Based on his experiences, the survey responses show that $8-$10/month is the right amount for a <br />referendum at this time. Numbers indicate that a vote would more than likely pass in the low 50 <br />percentile (as high as 55%) with the potential to lose at 48%. <br /> <br />Significant messages recognized by Leisure Vision; <br /> <br />People in Roseville have high expectation and this can play to the advantages of a vote. <br />o <br /> <br />The high ratings of parks and facilities indicate Roseville has done a good job with the funds <br />o <br />allocated and have a high degree of trust in the parks and recreation operations. <br /> <br />Survey reports that 80% would use a community center. <br />o <br /> <br />Underlying message includes “do something important” with funding. <br />o <br /> <br />Survey should act as a tool for the decision makers to make the decision. <br />o <br /> <br /> Leisure Vision cautioned; <br /> <br />“Cherry picking” – you can’t pick and choose which survey question you accept the findings <br />o <br />and which you question. <br /> <br />Trying to do something for everyone and not doing what is important for most of the people. <br />o <br /> <br />Kiss of Death is to scale back and just do something. Create a plan and be 100% behind the <br />o <br />plan, the proposal is positive and great for the community. Can’t control the economy and <br />other community conditions. <br /> <br /> CONFERENCE CALL FOLLOW-UP and PLANNING FOR JUNE 20 COUNCIL MEETING <br />3. <br />Following the discussion with Ron Vine, Commissioners and Organizing Team Members met to <br />discuss the upcoming Council Meeting and how to best convey the needs of the Parks and Recreation <br />system and the recently updated Master Plan. <br /> <br /> PRELIMINARY PROJECT PACKAGES <br />4. <br />Priorities were discussed, messages were crafted and scenarios were laid out. <br /> <br />Respectfully Submitted, <br />Jill Anfang, Assistant Director <br />
