Holt, Jacobson, Pederson, Simbeck <br />ABSENT: <br /> Ristow contacted staff ahead of time <br />STAFF: <br /> Brokke, Anfang <br />GUESTS: <br /> Dan Williams, Steve Dorf <br /> <br /> INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT <br />1. <br /> <br /> <br /> APPROVAL OF MINUTES –MARCH 1, 2011 MEETING <br />2. <br />Commission Recommendation: <br /> <br />Minutes for the March 1, 2011 meeting were approved unanimously. <br /> <br /> <br /> SWEARING IN OF NEW COMMISSIONERS <br />3. <br />Commission Chair Etten performed the swearing in of the new Parks and Recreation Commissioner <br />members Lee Diedrick and Greg Simbeck <br /> <br /> <br /> PARK DEDICATION <br />4. <br /> <br />a.Meritex Enterprises, Inc. <br />Brokke provided a brief background and outlined the role of the Commission regarding Park Dedication. <br />Meritex Enterprises representatives Dan Williams and Steve Dorf were present at the meeting and briefed <br />the Commission on their current proposal and their request to waive the required Park Dedication fee. <br /> <br />Mr. Williams provided background information on Meritex Enterprises, Inc and the history <br />o <br />of Highcrest Park. <br /> <br />Meritex Enterprises is specifically requesting that the Parks and Recreation Commission <br />o <br />recommend to the City Council to waive the Park Dedication fee for the Highcrest Park <br />Property because it is burdensome to economic development and a significant hit to <br />Meritex’s return. <br /> <br />D. Holt asked Maritex representatives why the City should waive the Park Dedication <br />fee. Holt also questioned if the City has the ability to maximize its return on the <br />property why would they willingly give up this right? Maritex responded that they <br />feel there is not a direct connection to the use of park services by this development. <br /> <br />Azer commented that a new development coming into the City needs to be a part of <br />the whole City and not chose what services it will contribute to. <br /> <br />D. Holt reminded Commissioners that exceptions set precedence and waiving the <br />Park Dedication Fee at this time will make it difficult for the City to go back on the <br />exception in the future. <br /> <br />D. Holt summarized the nexus concept and recognized that the local business <br />community does use the park system and benefits from the Community resource. <br /> <br />Doneen clarified that the action of re-platting the property is the mechanism that <br />initiates the Park Dedication process. <br /> <br />Commission Recommendation: <br /> <br />Motion by Doneen, second by Holt to recommend the Roseville City Council not accept Meritex request <br />to waive the park dedication fee, and recommend that the Council accept the cash in lieu of land option <br />for this land development.
