<br />.", kI~ <br /> <br /> <br />July 6, 1998 <br /> <br />Mr. David Woessner <br />2220 Xylon Avenue North <br />Golden Valley MN 55427 <br /> <br />Subject: <br /> <br />Mary Woessner Property on Milton Street, Roseville <br /> <br /> <br />Dear David: <br /> <br />On Friday, June 26, I had the opportunity to meet with Dennis Welsch, Community <br />Development Director for the City of Roseville, and Kim Lee, City Planner, to discuss <br />issues related to the current status and future development potential of property owned by <br />your mother, Mary Woessner. We had a very productive meeting, and I left with a sound <br />understanding of the issues regarding this property and a good sense of how this project <br />can go forward. <br /> <br />What follows is a summary of the main points of our discussion, most if not all of which <br />you are aware. <br /> <br />. In 1995 your family requested the creation of three lots on what is now Tract "B" and <br />Tract "C". In order to create three lots a "flag lot" was contemplated. This <br />configuration was not received favorably by the Planning Commission and <br />subsequent to a recommendation for denial of the proposed plat, the request was <br />withdrawn. <br /> <br />It is understandable that the City would not look favorably upon the creation of a flag <br />lot, since it is commonplace that such irregular or unconventional lotting patterns are <br />discouraged by City policy (either written or unspoken) if not prohibited outright by <br />local ordinances. While the Roseville Subdivision Regulations are silent with regard <br />to the creation of flag lots, it is clear that a more conventional lotting pattern would be <br />viewed favorably. <br /> <br />. I asked City staff to check any variances or vacations that were applied for or granted <br />for the property formerly owned by Mr. Lund which abuts your mother's property at <br />the northeast corner. City records indicate that no vacations or building or lot <br />variances were requested or granted for the property. In other words, the lot and <br />structure are legal and conforming under the terms of the City's zoning ordinance. <br />This is further substantiated by the Certificate of Survey for that property which is <br />included in the attachments to this letter. The current owners, Andrew and Penny <br />Hoffman, also have not petitioned the City for any variances or vacations. <br />
