Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Willmus, Laliberte, Etten, McGehee, and Roe. City Manager Pat Trudgeon and <br /> City Attorney Mark Gaughan were also present. <br /> 2. Approve Agenda <br /> Councilmember McGehee requested removal of Consent Item 7.d entitled, "Reject Irriga- <br /> tion Proposals and Authorize Re-Solicitation of Proposals," for discussion purposes. <br /> Mayor Roe requested removal of Consent Item 7.g entitled, "Set Public Hearing to Con- <br /> sider Approving a Small Brewer Off-Sale Intoxicating Liquor License, an On-Sale and <br /> Sunday Brewer's Taproom License, and an Outside Sales and Consumption Endorsement <br /> for Blume Brauhaus, LLC (Bent Brewstillery) located at 1744 Terrace Drive;" for a brief <br /> discussion. <br /> Etten moved, McGehee seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee, and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> a. Roger Toogood, 601 Terrace Court <br /> At the request of the Board of Directors of the Owasso Hollow Townhome Asso- <br /> ciation, Mr. Toogood advised that he'd been asked to speak on their behalf re- <br /> garding the ongoing and ever-increasing significant issues encountered with deer <br /> and their negative impacts on the community, and particularly in their neighbor- <br /> hood. Mr. Toogood, noting the contingent of approximately twenty neighbors in <br /> the audience tonight regarding this issue, reviewed his research on the issue, con- <br /> tact with City staff, and asked the City Council to take remediation efforts to ad- <br /> dress the significant deer population in the community. <br /> Bill Frank, Spokesperson for his neighborhood, 3141 Sandy Hook Drive <br /> Mr. Frank reviewed his observations of the overpopulation of deer in Roseville, <br /> and recognized the difficulty in controlling that population. However, Mr. Frank <br /> asked that the City Council and staff take action to address the negative impacts <br /> of these animals and detriments to foliage, and safety concerns.
