Call to Order <br />1 <br />Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Review of Minutes <br />9 <br />MOTION <br />10 <br />Member Murphy moved, seconded by Member Boguszewski to approve meeting minutes <br />11 <br />of May 1, 2013 as presented. <br />12 <br />Ayes: 2 <br />13 <br />Nays: 0 <br />14 <br />Abstentions: 1 (Cunningham) <br />15 <br />Motion carried. <br />16 <br />4. Public Hearings <br />17 <br />Chair Boguszewski reviewed meeting protocol for Public Hearings. <br />18 <br />Planning File 13-011 <br />19 <br />Request by AT & T, in conjunction with property owner City of Roseville, for approval of a <br />20 <br />VARIANCE to Chapter 1011 (Property Performance Standards) of the City Code to deviate <br />21 <br />from the size limit for telecommunication facility support buildings at 2660 Civic Center <br />22 <br />Drive <br />23 <br />Chair Boguszewski opened the Public Hearing at approximately 5:32 p.m. <br />24 <br />Associate Planner Bryan Lloyd summarized the variance request for a support building to house <br />25 <br />electrical equipment associated with telecommunication antennas mounted on a nearby tower; <br />26 <br />with the variance for a building footprint beyond the maximum allowed by current City Code at <br />27 <br />200 square feet enlarged to 322 square feet to enclose a back-up power generator in addition to <br />28 <br />the typical equipment; as detailed in the staff report dated September 4, 2013. <br />29 <br />Mr. Lloyd noted that typically conditions to mitigate potential negative consequences of any <br />30 <br />deviation could be applied, but that staff was not recommending any conditions at this time; <br />31 <br />anticipating that, with the City of Roseville being the property owner, the City Council could insist <br />32 <br />upon any particular conditions if deemed appropriate as building and site plans proceeded <br />33 <br />through the permitting process. <br />34 <br />Mr. Lloyd advised that staff recommended approval, as outlined in the report. <br />35 <br />Members Murphy and Cunningham questioned if staff had a timetable for review and <br />36 <br />recommendations to revise this section of code to reconsider the size allowed for such support <br />37 <br />buildings beyond the current 200 feet that had been developed seventeen (17) years ago. <br />38 <br />City Planner Paschke advised that the entire telecommunications ordinance was on the list for <br />39 <br />review to bring it up to date with current requirements, anticipated for review yet in 2013 if time <br />40 <br />allowed. <br />41 <br />Steve Stulz, AT & T Agent was present, but had not specific comments beyond staff’s <br />42 <br />presentation; expressing appreciation for their guidance through the process. <br />43 <br />Chair Boguszewski closed the Public Hearing at approximately 5:42 p.m., with no one appearing <br />44 <br />to speak for or against. <br />45 <br /> <br />
