July 8, 1998

Ms Kathy Carlson
Manager, Super America
2295 Rice Street
Roseville, Minnesota 55113

Dear Ms Carlson:

The City has received complaints regarding the operation of the Super America car
wash late night (11 :OOp.m.) and early morning (5:00a.m.) during the summer hours. The
car wash was approved for use with the car wash doors closed because that was the
only method of meeting the State noise standards.

A Conditional Use Permit (attached) was approved by the City on April 8, 1996 which
states that Super America will abate noise problems that occur because of the new
proactively store and car wash.

With some adjustment for emergencies and late night business, the City Code normally
requires outside equipment to be operated only from 7:00a.m. to 10:00a.m. weekdays
and 9:00a.m. to 9:00p.m. weekends. With the doors of the car wash open, the Super
America car wash equipment is considered "outside". Therefore, to comply with the
Code you must operate with the doors closed, and reasonably within hours of operation
listed above.

Roseville appreciates your efforts to be a good neighbor and your compliance with the
City Codes.

Sincerely,
City of Roseville

Dennis P.
