<br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes – Wednesday, September 3 2014 – 5:30 p.m. <br />1. Call to Order <br />1 <br />Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Michael Boguszewski; and Commissioners Robert Murphy and <br />6 <br />Alternate Variance Board Member Jim Daire. <br />7 <br />Members Absent: <br />Member Shannon Cunningham was delayed due to traffic. <br />8 <br />Staff present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd <br />9 <br />3. Public Hearings <br />17 <br />a. PLANNING FILE 14-021 <br />18 <br />Request by Andy Walz for a VARIANCE to Table 1004-1 of Roseville City Code to <br />19 <br />allow a detached garage to encroach into the required front and side yard <br />20 <br />setbacks; and a driveway to encroach into the required side yard setback at 39 <br />21 <br />South Owasso Boulevard <br />22 <br />Chair Boguszewski opened the Public Hearing for Planning File 14-021 at 5:34 p.m. <br />23 <br />Senior Planner Bryan Lloyd summarized the request as detailed in the staff report dated <br />24 <br />September 3, 2014, and staff’s analysis of the variance request for reconstruction of a <br />25 <br />modest two-car garage; based on the comments and findings outlined in the staff report, <br />26 <br />and the site plan and written narrative detailing the proposal in Attachment C; and subject <br />27 <br />to conditions as noted. <br />28 <br />Mr. Lloyd noted the other variance request coming before the body tonight, and staff and <br />29 <br />the property owners due diligence in attempting to provide a shared driveway that would <br />30 <br />reduce impervious surfaces for these two separate proposals. However, Mr. Lloyd noted <br />31 <br />that, due to the location of an existing fire hydrant in the middle of the only possible <br />32 <br />location for a proposed shared driveway, it was found not to be feasible. <br />33 <br />Specific to this variance request, Mr. Lloyd reviewed the4 property owner’s intent to <br />34 <br />rebuild a detached garage crossing into public right-of-way close to the eastern property <br />35 <br />boundary under current City Code requirements, and as detailed in the staff report. Mr. <br />36 <br />Lloyd noted the existing conditions faced by the property owner, due to the age of when <br />37 <br />the property was originally plotted and subdivided into its current configuration, creating <br />38 <br />unique circumstances with this lake property not created by the landowner. <br />39 <br />Mr. Lloyd noted the findings drafted by staff in their support of this requested variance. <br />40 <br />Discussion <br />41 <br />Chair Boguszewski noted the similar variance request in the next case at 385 S Owasso <br />42 <br />Boulevard and conditions specific to paving the driveway, with the same condition not <br />43 <br />applying to this variance request. <br />44 <br /> <br />
