Mr. Paschke advised that Zawadski Homes proposes to build a
26
new one-family, detached residence for a homeowner client. The proposed improvements include
27
2,262 square feet of building area for construction of a house, porch and stoop) and 1,598 square
28
feet of paved surfaces consisting of a driveway, sidewalk and patio, comprising 29.9% of the
29
12,908 square foot parcel.
30
The applicant’s narrative through Zawadski Homes (Attachment C) noted that the client, Adele
31
Kaufman, requested a variance to the hard surface coverage limitation on the lot; and proposed
32
to use pervious pavers for the driveway and sought a “credit” for the areas using pervious pavers.
33
Mr. Paschke advised that current City Code did not allow for that allowance, but had been under
34
discussion over the last year as a possibility. Mr. Paschke reviewed other allowances provided as
35
part of the residential storm water permit process, established in 2013, but advised that they did
36
not apply under its current language for new construction. With additional technologies and green
37
building, Mr. Paschke advised that staff was attempting to make this project work and stated that
38
they found this proposal to provide for appropriate mitigation, pending submission of an
39
appropriate design, and staff’s approval of the product, periodic inspections, and monitoring of the
40
property if those could be achieved.
41
Staff recommended supporting the variance in accordance with the draft resolution
42
Discussion
43
Chair Boguszewski complimented the applicant and their builder on their very well-written and
44
