<br />Planning Commission MeetingPage of 12 <br />? <br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes Wednesday, December 2, 2015 6:30 p.m. <br />?? <br />1.Call to Order <br />Chair Michael Boguszewski called to order the regular meeting of the Planning Commission meeting at <br />6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />2.Roll Call <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />Members Present: <br /> Chair Michael Boguszewski; Vice Chair Shannon Cunningham; Members Robert <br />Murphy, Chuck Gitzen, James Bull, and David Stellmach <br />Members Absent: <br /> Member James Daire <br />Staff Present: <br /> City Planner Thomas Paschke, Senior Planner Bryan Lloyd, <br />3.Communications and Recognitions <br />a.From the Public (Public Comment on items not on the agenda) <br />None. <br />b.From the Commission or Staff <br />None. <br />4.Review of Minutes <br />November 4, 2015 Regular Meeting Minutes <br />MOTION <br />Member Murphy moved, seconded by Member Cunningham to approve the November 4, 2015 <br />special meeting minutes as presented. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />5.Public Hearings <br />Chair Boguszewski reviewed the protocol for public hearings and subsequent process. <br />a.PLANNING FILE 15023 <br />? <br />Request by Art Mueller for approval of a PRELIMINARY PLAT of the residential property at <br />2201 Acorn Road <br />hair Boguszewski opened the public hearing for PLANNING FILE 15023 at 6:33 p.m. <br />?? <br />Senior Planner Bryan Lloyd provided a brief history of this property, its planning file history and this <br />new request for a 3lot Preliminary Plat at 2201 Acorn Road, as detailed in the staff report dated <br />? <br />December 2, 2015. Mr. Lloyd noted that this request from Mr. Mueller proposed demolition of the <br />existing home and replatting of the property into three lots for development of three singlefamily, <br />? <br />detached homes served by a private street. <br />Mr. Lloyd provided staffs analysis of this latest Preliminary Plat request from Mr. Mueller as it <br />? <br />related to city code. While the subdivision code language provides lots be perpendicular to streets, <br />Mr. Lloyd noted (lines 68 76 of the staff report) that the boundary of Lot 1 is perpendicular and <br />? <br />even though it could be revised to be radial, staff supported the proposed layout rather than adding <br />additional pavement. <br />Specific to the Citys Public Works and Engineering review, Mr. Lloyd reported that this latest <br />? <br />iteration addressed concerns raised in previous proposals related to drainage, specifically <br />stormwater management on the northwest area of the project site. Mr. Lloyd noted stormwater <br />would be routed to existing infrastructure under Acorn Road, reducing pressure and volume in the <br />southwest basin.
