Call to Order <br />1 <br />Chair Murphy called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Public Hearings <br />17 <br />a. PLANNING FILE 16-005 <br />18 <br />Request by Como Park Animal Hospital for VARIANCES to Roseville City Code, <br />19 <br />Sections 1004.02.A (Corner Building Placement), Section 1005.04.F (Frontage <br />20 <br />Requirement), Section 1005.04.E (Improvement Area), and Section 1005.04.G <br />21 <br />(Parking Placement), to construct their new business at 621 Larpenteur Avenue <br />22 <br />Chair Murphy opened the Public Hearing for Planning File 16-005 at 5:35 p.m. <br />23 <br />City Planner Thomas Paschke briefly reviewed the applicant’s request and staff’s <br />24 <br />analysis as detailed in the staff report and related attachments dated March 2, 2016. As <br />25 <br />per the applicant’s narrative (Attachment C), Mr. Paschke noted that the variance <br />26 <br />application is for the proposed new construction of a state-of-the-art, 24-hour veterinary <br />27 <br />hospital, intended as the new home of Como Park Animal Hospital and After Hours <br />28 <br />Veterinary Care, currently located at 1014 Dale Street in St. Paul. <br />29 <br />At the request of Member Gitzen, Mr. Paschke confirmed that city code included <br />30 <br />screening requirements, therefore, there would be no need for additional conditions as <br />31 <br />part of the variance approval process. <br />32 <br />Applicant: David Wetherill, 836 West County Road B <br />33 <br />In addition to staff’s comments, Mr. Wetherill stated that he expected to construct a <br />34 <br />facility of which the community could be proud. As owner and president of Como Park <br />35 <br />Animal Hospital (CPAH) and laser surgery at its current location, Mr. Wetherill noted no <br />36 <br />neighbor concerns at that location to-date, and expressed his excitement in moving into <br />37 <br />this new facility for the next generation of its operation. Mr. Wetherill advised that there <br />38 <br />were several remaining access issues on Larpenteur Avenue that would require <br />39 <br />additional meetings and discussion to facilitate premium access needed for emergencies <br />40 <br />on weekends and/or evenings providing the most direct route possible. Mr. Wetherill <br />41 <br />noted that this would help to avoid creating nuisances in that area, even though <br />42 <br />considered as a low-density use, when clients are bringing their pets to the building in <br />43 <br />emergency situations and under stress. <br />44 <br />While anticipating some growth in their new facility, Mr. Wetherill noted that they were <br />45 <br />and intended to remain primarily a small animal hospital. <br />46 <br /> <br />
