<br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes – Wednesday, September 14, 2016 – 5:30 p.m. <br />1. Call to Order <br />1 <br />Chair Murphy called to order the Variance Board meeting at 5:37 p.m. and reviewed the <br />2 <br />role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Chair Murphy, Senior Planner Bryan Lloyd called the Roll. <br />5 <br />Members Present: <br />Chair Robert Murphy and Member Chuck Gitzen; with Vice Chair <br />6 <br />James Daire arriving at approximately 5:43 p.m. <br />7 <br />Members Absent: <br /> Alternate Member Julie Kimble <br />8 <br />Staff Present: <br /> Senior Planner Bryan Lloyd <br />9 <br />3. Review of Minutes <br />10 <br />Commissioners had an opportunity to review draft minutes and submit their comments <br />11 <br />and corrections to staff prior to tonight’s meeting, for incorporation of those revisions into <br />12 <br />the draft minutes. <br />13 <br />MOTION <br />14 <br />Member Gitzen moved, seconded by Member Murphy to approve meeting minutes <br />15 <br />of August 3, 2016 as presented. <br />16 <br />Ayes: 2 <br />17 <br />Nays: 0 <br />18 <br />Motion carried. <br />19 <br />4. Public Hearings <br />20 <br />Chair Murphy reviewed protocol for Public Hearings and public comment. <br />21 <br />a. PLANNING FILE 16-024 <br />22 <br />Request by Kirk Lewis for approval of a VARIANCE to Roseville City Code, <br />23 <br />Section 1004.02 (Accessory Buildings), to allow a proposed detached <br />24 <br />garage to exceed the maximum floor area allowed at 3180 West Owasso <br />25 <br />Boulevard <br />26 <br />Chair Murphy opened the Public Hearing for Planning File 16-024 at 5:38 p.m. <br />27 <br />Senior Planner Lloyd reviewed the requested variance for this property, as <br />28 <br />detailed in the staff report dated September 14, 2016. Mr. Lloyd focused staff’s <br />29 <br />analysis and tonight’s deliberation by the Board on “practical difficulties” applying <br />30 <br />to the parcel or building that would prevent the property from being used to the <br />31 <br />extent intended by zoning code. Mr. Lloyd advised that staff’s conclusion was that <br />32 <br />no such practical difficulty had been demonstrated in this case. Therefore, Mr. <br />33 <br />Lloyd advised that staff recommended DENIAL of the requested variance, and in <br />34 <br />lieu of the existing variance granted in 2001 allowing for construction of the <br />35 <br />driveway at its current location. <br />36 <br />Member Daire arrived at this time, approximately 5:43 p.m. <br />37 <br />At the request of Member Gitzen, Mr. Lloyd reviewed city code allowances <br />38 <br />(Section 1004.02 – Accessory Structures) and limits of the total footprint for <br />39 <br />detached garages and storage buildings to 1,008 square feet (approximately 32’ x <br />40 <br />32’), assuming heightened design standards were met. Mr. Lloyd noted the <br />41 <br />proposed garage is 1,217 square feet in area, approximately 200 square feet <br />42 <br />larger than allowed by zoning code. If the existing garage, under the current <br />43 <br />variance, was rebuilt in its present location, Mr. Lloyd confirmed it could be built at <br />44 <br />a maximum of 846 square feet, in meeting zoning and setback parameters. <br />45 <br /> <br />
