<br />ROSEVILLE <br /> ETHICS COMMISSION MEETING <br /> MINUTES <br />Tuesday, July 17, 2001 <br /> <br /> 7:30 a.m. <br /> <br />Chair Connie Pease called the meeting to order on Tuesday, July 17, 2001. <br /> Members Present: Connie Pease, Tom Ring, Robert Kippley and Richard <br /> <br />Langseth <br /> Absent: Mark Battis (Excused) <br /> <br />Others Present: Joel Jamnik <br /> <br /> <br /> <br />Approval of June 26, 2001 Minutes:Connie Pease wanted the let the Record reflect that <br />the commission became aware June 26, that Mark had a potential alleged conflict of <br />interest. <br /> <br />Tom Ring moved to approve the minutes of June 26, 2001. Robert Kippley seconded. <br />Motion passed. <br /> <br /> <br />Review of Two Ethics Violation Claims - Resolution 8593 <br /> <br /> <br />JULY 3, 2001 <br />Ms. Pease asked if Mayor John Kysylyczyn was unduly influenced by money? Ms. <br />Pease stated a need to determine if it meets our policy and if there is an Ethics violation <br />that we should look into. <br /> <br /> <br />Tom Ring asked if the alleged complaint was against all named individuals, not just <br />Dean Maschka? The others mentioned were Joel Jamnik, Ed Burrell and Steve Sarkozy. <br />Was it unethical for these people to meet with State Legislators on city time? Maschka <br />was on his own time but Sarkozy and Burrell were on city time and unavailable to <br />citizens. Did Mr. Jamnik bill the city for his time for that incident? Were expense <br />reimbursements made? Ms. Pease stated this is a different question from the complaint <br />on the Mayor, since his is influenced by money. <br /> <br />Ms. Pease read the three Roseville Ethics Resolutions which were cited as possible <br />infractions: Section 3(i) No public official shall exceed his/her authority or breach the <br />law or ask others to do so. Section 3 (L) Public officials shall provide complete <br />documentation to support a request for expense reimbursement. Expense reimbursement <br />shall be made in accordance with city policy.
