VILLAGE COUNCIL OF ROSEVILLE
continued Meeting Tuesday Eve. JanuærJ 13, 1953 at 1:00 P.M.

~; ð 2

The Village Council of Roseville met on the above date as a continuation
of the regular meeting of Tuesday January 6th, with the following members present:
Willmus, Membrez, Connor and Hammersten, and Carlson. Ira Karon, Village Attorney,
and Milner Carley, Village Engineer, were also present.

Hammersten moved, seconded by Willmus, that we employ Maurice Hawes as
manager of the Liquor stores after an interview with Membrez on Wednesday morning, at
Roll call Ayes-(4) Nayes-(O). a salar.y of 350.00 per month.

Carley reported on his survey of the drainage we have been considering for
some time. It would cost $328,591 of which $75,000 is for acquisition of land
for the Bennett Lalce basin. If we went south of T .H. it would cost $1.5.5,000
additional. Bennett Lake consists of 26.8 acres and would not hold too much water.
Membrez asked Karon what the first steps would have to be for a public hearing.
Karon said we must layout a tentative sewer line, have an estimate of costs, along
with a map of the affected area and what property owners would be benefited. This
map would have to be broken down to show ownership of each parcel of land and how
much it would cost. The above is necessary for a preliminary hearing. lor a
second hearing the above procedure must be done allover again only with the actual
costs per parcel of land.

After a lot of discussion, several members of the Council thought the area as
far north as B2 and ~uruling into McCarrons Lake should be the No. 1 area to be
considered at this time. We could go to Hamline Avenue on the West, County Road
B2 on the North and include the watershed area to the Southwest. Carley was asked
to compile the figures and find out if the water could be run into McCarron Lake.

Membrez moved, seconded by Hammersten, that Carley accumulate the figures and
find out within a reEonable time if we can go through McCarrons Lake with this
additional water. It was suggested that he contact Mr. George Shepard, City
Engineer for st. Pa\ù, He was asked to compile an over-all estimate of costs
and get a man, whoever he may be, to break down the problem of figures on a per
foot or per parcel of land basis. Carley felt that he could have a report by
April 1st so we could have a preliminary public hearing the middle of April.
Roll call Ayes-(.5) Nayes-(O).

Membrez moved, seconded by Carl~on, that the st. Paul Dispatch be permitted
to erect a paper box on Fernwood and Eldridge. Roll call Ayes-(5) Nayes-(O).

Connor moved, seconded by Hammersten, that we confirm the election of Herbert
Lynch, Adolph Olson and Donald Rose for Chief and Assistants of the Fire Department.
Roll call Ayes-(.5) Nayes-(O).

Carlson spoke on his sentiments regarding the Fire Dept. and why it should be
worked out harmoniously. Connor suggested that we invite the Fire Chief and his
two Assistants to sit down with us at 5 o'clock next Tuesday and discuss the Fire
Department.

Membrez moved, seconded by Carlson, that we adjourn.

/íL~'tJ.¡;~ Mayor

~

Clerk
