That Section 1, Ordinance No. 216 being an ordinance <br />establishing regulations for the subdivision and platting of land <br />within the Village of Ro seville; defining certain terms used therein; <br />providing for the preparation of plats; providing for the installation of <br />utilities streets and other essential improvements; providing for the <br />dedication of certain land for parks and playgrounds: establishing pro- <br />cedures for the approval a no recording of plats; providing for the impos- <br />ing of plat approval fees and recording fees and providing penalties for <br />violation thereof, be amended to read as follows: <br /> <br />"SECTION 1 <br /> <br />Purpose and Jurisdiction <br />Because ea ch new subdivision a.ccepted by the Village becomes a permanent <br />unit in the basic physical structure of the future community, and to which the <br />future community will of necessity be forced to adhere, and further because <br />piecemeal planning of subdivisions will bring a disastrous disconnected patch- <br />work of pattern and poor circulation of traffic, unless its design and arrange- <br />ment is corelated to a proposed master plan study aiming at a lmified scheme of <br />community interests: all subdivisions of land lying within the incorporated <br />limits of the Village of Roseville here8tter submitted for approval to the <br />Village Council shall in all respects, fully comply with the regulations <br />hereinafter set forthjin this ordinance. It is the purpose of this ordinance <br />to make certain regulations and requirements for the platting of land within <br />the Village of Roseville pursuant to the authority contained in Minnesota <br />Statutes Annotated, Chapters 412, 429, 471, and 505, which regulations the <br />Village Council deems necessary for the health, safety, general welfare, <br />convenience and good order of this community.
