Approval of Minutes
There were no minutes available.
Public Comment
No one appeared to speak on any non-agenda items.
4. Public Hearings
a. PLANNING FILE 3769
VARIANCES to Section
Request by James Dunn, 1884 Huron Avenue, for
1004.01A6 (Maximum Total Surface Area) and Section 1004.016 (Minimum
Driveway Setback)
to allow the replacement of the existing attached one-car garage
with a detached two car garage and the addition of a mud room and screen porch to
the rear of the home.
Acting Chair Boerigter opened the Public Hearing for Planning File 3769.
Associate Planner Bryan Lloyd reviewed the variance requests of Jim Dunne; lot
size; existing impervious coverage (i.e., house, garden shed, driveway and
sidewalk); removal of the existing driveway; construction of a new 575 square foot
detached garage in the rear yard with a 1,000 square foot driveway; conversion of
the existing single stall garage into living area; and construction of a porch/mud room
addition of approximately 275 square feet; and proposed impervious surface area.
Mr. Lloyd advised that the City Engineer had pointed out that the property was
located in the Gottfried Pit sub-watershed, which is already undersized for the
amount of runoff that drains to the pit. Because of this, the drainage area is prone to
flooding, which causes property damage to the properties located along Larpenteur
Avenue. Mr. Lloyd noted that the proposed variance would not adversely affect the
public health, safety or general welfare if certain stormwater control measures were
implemented as a condition of approval.
Mr. Lloyd noted the age of the property, built in 1967, and that comparable
improvements had been made in the past to address similar space constraints on
similar properties; and those improvements predated the 1999 Code amendment
restricting impervious coverage to thirty percent (30%) of the lot size.
Mr. Lloyd reviewed the hardship stipulations of accommodating enclosed vehicle
