<br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, September 6, 2006 <br />1. Call to Order <br />Chair Mary Hawker Bakeman called to order the Variance Board meeting at 5:04 p.m. and reviewed <br />the role and purpose of the Variance Board. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Commissioners Daniel Boerigter and Jim Doherty; and Chair Mary Hawker <br />Bakeman. <br />Staff present Community Development Director John Stark; City Planner Thomas Paschke; <br />Associate Planner Bryan Lloyd; City Engineer Debra Bloom; and Recording Secretary, Sheila <br />Stowell. <br />3. Approval of Minutes <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter, to approve meeting minutes of <br />August 2, 2006 as presented. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br /> Public Comment <br />No one appeared to speak on any non-agenda items. <br />4. Public Hearings <br /> a. PLANNING FILE 3767 <br />VARIANCE to Roseville City Code, §1007.01 <br />Request by Cummings Mobility for a <br />(Minimum Industrial Area and Building Dimension Requirements) <br /> to allow a recently- <br />created front yard parking lot setback encroachment to remain. <br />Chair Bakeman opened the Public Hearing for Planning File 3767. <br />City Planner Thomas Paschke reviewed the request, noting that on July 12, 2006, the <br />Planning Commission recommended approval of a CONDITIONAL USE PERMIT for <br />Cummings Mobility, supporting their dealership use at 1755 County Road C, conditioned <br />upon the applicant being required to submit a more accurate site plan for the City Planner to <br />determine the exact configuration of the proposed parking/display area with respect to the <br />reconstructed County Road C. <br />Mr. Paschke advised that, upon review of the revised site plan as submitted, Ramsey County <br />was contacted for a copy of the County Road C reconstruction project sheet that covered the <br />subject site related to the County’s permanent easement that acts as the new property line <br />and provides information on the existing parking lot curb and structures. Mr. Paschke noted <br />that he had drawn the required setback onto the reconstruction sheet and concluded that the <br />existing parking lot now laid fifteen feet (15’) within the required 40-foot parking lot setback, <br />requiring a VARIANCE prior to forwarding to the City Council for approval. <br /> <br />
