EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * + <br />Pursuvrt to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota was duly held on the 3rd day of March 2008 at 6:00 <br />p.m. <br />The following memUers were present: Roe, Pust, Ihlatr and Klausing <br />and the following were absent: Kough. <br />Member Ihlan introduced the following resolution and moved its adoption: <br />RESOLUTION No. 10606 <br />RESOLUTION ADOPTING A CITY POSITION ON A MUNCIPAL FUNDED <br />PRIVATE FIBER NETWORK <br />WHEREAS, the City Council of the City of Roseville, Minnesota desires to establish high- <br />capacity connectivity to preserve business continuity and to ensure the effective delivery of City <br />programs and services; and <br />WHEREAS, the City Council of the City of Roseville, Minnesota believes that a municipal fiber <br />network ought to encompass both City and community-based needs; and <br />WHEREAS, the City Council of the City of Roseville, Mirmesota believes that the City of <br />Roseville should retain ownership and management control of any municipal-funded private <br />fiber network within City limits. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Roseville, <br />Minnesota, that the Council hereby adopts the position statemenrs: <br />Position Statement #1: The Columbia Telecommunications Corporation Report has value in that <br />it assessed a potential alternative to the Comcast-provided institutional network. However, <br />additional study and discussion is necessary to conclude whether this alternative is viable or even <br />a preferred option to meet the needs of the City of Roseville. <br />Position Statement #2: A municipal fiber optic communications network ought to encompass not <br />only City-operational needs, but address community-based needs as well. <br />Position Statement #3: The City's business continuity needs ought to be a component of a <br />municipal fiber optic communications network. <br />Position Statement #4: The City of Roseville should retain ownership and management control <br />of City infrastructure and rights-of--way. <br /> <br />
