ROSEVILLE CHARTER COMMISSION <br />Annual Meeting <br />November ~~, 2004 <br />Roseville City Hall <br />PRESENT: Sobola, Lorenz, Crump, Bell, Riach, Sands, Shearon, Smith <br />ABSENT: None <br />CALL TO ORDER: Chair, Georgiana Sobola, called the meeting to order at <br />~:oo p.m. She noted the absence of Marilyn Silvis, who resigned prior to this <br />meeting. <br />MINUTES: After correcting the minutes of the December io, 2003 meeting to <br />include the name of Lawrence Shearon to the members present, the minutes <br />were approved. <br />PUBLIC COMMENT: Tam McGehee appeared to speak in support of a charter for <br />Roseville. <br />OLD BUSINESS: <br />A. The Chair reviewed an opinion received from the firm of Ratwik, <br />Roszak & Maloney confirming that nothing precludes the Commission from <br />dissolving on athree-fourths vote of its members. A short discussion among the <br />commissioners showed a consensus that there is little interest in the community <br />for adopting a charter. <br />B. Vicky Lorenz introduced a resolution to dissolve and moved its adoption. <br />The motion was seconded by Ron Riach. <br />Terry Moses, an originator of the charter petition, spoke in favor of <br />continuing the Charter Commission. Following a discussion a roll call vote on the <br />resolution to dissolve was taken. <br />Voting in favor: Sobola, Lorenz, Riach, Shearon, Smith <br />Voting against: Crump, Bell ,Sands <br />The motion failed for lack of athree-fourths vote. <br />NEW BUSINESS: <br />A. No changes were made to the by-laws. <br />B. In order to avoid a meeting in December to approve the annual report as <br />required by the by-laws, it was agreed that the annual report to the district <br />judge would be written by the chair, circulated to Commission members for <br />additions or corrections and transmitted to the secretary for delivery to the <br />judge. A motion by the chair to that effect was approved. <br />C. The chair reviewed the terms expiring on August 3i. 2005 : Sobola, <br />
