<br />EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL <br />OF ROSEVILLE, MINNESOTA, HELD FEBRUARY 8, 1971 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular <br />meeting of the Village Council of the Village of Roseville, <br />Ramsey County, Minnesota, was duly held in the Village Hall, <br />2701 North Lexington Avenue, Roseville, Minnesota, on the 8th <br />day of February, 1971. <br /> <br />The following members were present: Mayor 1>-1011, <br />Councilmen Grauel, Curley, Linebarger and Anderson <br /> <br />and the f 011 owing were absent: None <br /> <br />Member Linebarger introduced the following <br />resolution and moved its adoption: <br /> <br />RESOLUTION NO. 5600 <br /> <br />WHEREAS, the Northern States Power Company has <br />requested a rate increase for the Village of Roseville effective <br />February 2, 1971; <br /> <br />AND WHEREAS, individual governmental bodies have <br />neither the expertise or the funds to competently make <br />decisions regarding rate increase requests from the utility <br />companies; <br /> <br />AND WHEREAS, it is highly desirable that there exist <br />a state-wide equity of utility rates; <br /> <br />AND WHEREAS, there are only two states that currently <br />do not have a state-wide utility regulatory authority; <br /> <br />AND WHEREAS, the Village Council of Roseville has <br />advocated the instituting of a state-wide utility regulatory <br />authori ty; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Village Council <br />of Roseville urges the Minnesota State Legislature to establish a <br />state-wide utility regulatory authority. <br />
