Roseville Visioning Process
Background The City of Roseville last completed a community -wide visioning process in 1992. The
Vista 2000 Project brought together nearly 400 Roseville community members organized in six
subgroups "to discuss problems, identify opportunities and formulate plans to guide Roseville into the
21 Century." "Creating Roseville's Tomorrow Today" was the stated theme of the project. For over
15 years, the Vista 2000 Report has guided the City in its development of its Comprehensive Plan, its
Capital Improvement Plan and the policy decisions made by its elected officials.
The Problem The Vista 2000 Report is outdated. Over 15 years have passed since its adoption, and
Roseville is now facing challenges foreseen only dimly in 1992 including rapidly changing
demographics, aging housing stock, and ever shrinking public resources being stretched to cover
increased demands for services. For Roseville's elected officials to accurately reflect the community's
will, we need to know what you think and how resources should be spent and to know that, we need to
ask you.
The Solution To answer questions about how Roseville will change in the coming years and to begin
shaping our community's future, the City Council is spearheading a Community Visioning Process in
2006. The Council began by hiring a consultant and then on April 24 selecting the following Steering
Committee members to guide and oversee the process on behalf of the Council:
Ann Berry
Stephen Burwell
Lisa Edstrom
Karl Keel
Bill Majerus
Jim Mulder
Mark Traynor or Mary Bakeman
The Steering Committee will meet regularly throughout the summer. All meetings will be open to the public,
but will not be televised.
As part of the Community Visioning process, Roseville community members and other stakeholders will
be invited to participate in brainstorming sessions early this summer. Other resources within and outside
the City will also be tapped to provide additional information and context. At the brainstorming sessions
people will identify topics for the visioning process and submit their names to serve on subcommittees.
Over the summer and fall, these subcommittees will study the issues and recommend goals and
strategies for consideration by the City Council.
Everyone who has a stake in Roseville's future is urged to participate in this visioning process. Meeting
notices and additional information will be posted on the website and at City Hall as they become
available.
