<br />EXTRACT OF MINUTES OF REGULAR MEETING OF THE CITY COTlliCIL <br />OF ROSEVILLE, MINNESOTA, HELD ~ 27 , 1977 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular <br />meeting of the City Council of the City of Roseville, <br />said City on the 27th day of June , 1977, at <br />7:30 0' clock p.m. <br /> <br />The following members were present: Acting Mayor Grauel, <br />Councilnen Curley, Hess and Anderson <br />and the following members were absent: Mayor ~s <br /> <br />Member Anderson introduced the follow- <br />ing resolution and moved its adoption: <br /> <br />RESOLUTION NO. 6507 <br /> <br />WHEREAS, MSA ~435.l93 authorizes municipalities to <br />provide for the deferral of special assessments for senior <br />citizens if the payment of such special assessments would <br />create a hardship for the senior citizen property owner; and, <br /> <br />WHEREAS, the City Council believes that it is the best <br />interest of all of the citizens of the City of Roseville to <br />establish a procedure for the deferral of special assessments <br />for senior citizens where a hardship exists, <br /> <br />NOW, THEREFORE, BE IT RESOL'fflD BY THE CITY COUNCIL <br />OF THE CITY OF ROSEVILLE, MINNESOTA, AS FOLLOWS: <br /> <br />1. Establishment of Deferral. Pursuant to MSA ~435.193 <br />et. seq., special assessment installment payments payable by <br />senior citizens are deferred if payment of such installments <br />would create a hardship. <br /> <br />2. Criteria. In determining whether or not a senior <br />citizen is eligible for deferral of special assessment install- <br />ment payments, the following criteria are established: <br /> <br />A. Senior citizens special assessment hardship <br />deferral applies to special assessments levied <br />after the date of the adoption of this <br />Resolution. <br /> <br />B. Senior citizen special assessment hardship <br />deferral applies to qualifying special assess- <br />ments against all properties classified as <br />"homestead" pursuant to MSA Chapter 273, where <br />one or more of the owners of such property is <br />65 years of age or older and it,would create a <br />
