(.:; 0 c:2. / <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, March 20, 1978, <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br />Councilmen Kehr, Franke, Anderson and CurleYf and the following <br />were absent: None. <br /> <br />Also present were Mr. James F. Andre, City Manaqer, Roger <br />Jensen, City Attorney; Charles Honche1l, City Public Works <br />Pirector; and Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The first matter before us is a hearing on <br />Improvement UL-77-2l, Grandview from Matilda, 500 feet east - <br />street lights. <br /> <br />MR. ANDRE: I have the Certificate of Mailing and affi- <br />davit of pUblication for this project on file. <br /> <br />MR. HONCBELL: The first improvement is for street lights <br />in the vicinity of Matilda and Grandview. This is a result of <br />a petition from the property owners which was 50% signed. The <br />small - what looks to be purplish boxes - are the people that <br />signed the petition. The feasibility study is done in two <br />alternatives. The first would have two street lights - one on <br />the corner of Matilda and Grandview, and the second - four <br />homes down on Grandview. <br /> <br />The second alternative is identical except that the <br />street light would be moved one lot easterly to the other side <br />of 245 Grandview. <br /> <br />I think to aid everybody, it would be good to explain <br />somewhat why there are special assessments at all for street <br />lights where many Roseville lights do not get assessed, and, <br />second, why there has to be an additional charge under Alternate <br />2. <br /> <br />First, this is a new development, and as such, it has to <br />meet the requirements of having underground electrical wiring. <br />In such underground electrical wiring areas, NSP does not have <br />the existing overhead poles and lines. This is very good <br />from an aesthetic viewpoint, but when it comes to constructing <br />
