(;, .2.3 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, March 20, 1978, <br />at 7:30 o'clock p.m. <br /> <br />The fOllowing members were present: Mayor Demos and <br />Councilmen Kehr, Franke, Anderson and Curley; and the following <br />were absent: None. <br /> <br />Also present were Mr. James F. Andre, City Manager; Roger <br />Jensen, City Attorney; Charles Honchell, City Public Works <br />Director; and Peter S. Popovich, City Bond Consultant. <br /> <br />. . . . . <br /> <br />MAYOR DEMOS: We will now take Improvement 78-3 - South <br />Owasso Boulevard from Sandy Hook Drive to Kent Street, storm <br />sewe r . <br /> <br />MR. ANDRE: I have the Certificate of Mailing and the <br />affidavit of pUblication on file. <br /> <br />MR. HONCHELL: Once again, this improvement is a result <br />of a petition. This petition was signed by 75% of the affected <br />property owners involved. In trying to aid you in who they <br />are, it's essentially those lots that front on OWasso from <br />Kent Street up to the rear of Lot 4 which faces on Sandy Hook. <br />There should be 12 lots there. The proposal is to extend an <br />existing storm sewer which ends at Kent Street, along the <br />northwesterly side of OWasso up to a low point where an <br />existing small ponding area is - and some small easements on <br />that - build either a flared-in section or catch basin if the <br />owners desire to fill that parcel, and bring the water back <br />down to Owasso where it would go into the existing city <br />sedementation pond near (inaudible) and OWasso, and then into <br />the lake after it's filtered and settled out. Compared to <br />the last hearing, this is a nice straight forward proposal. <br /> <br />MR. POPOVICH: The cost of this project is $17,687.00, <br />and because of the Council policy on storm sewers, the 12 lots - <br />they come to $295 a lot which will raise $3,540 in special <br />assessments. It is anticipated that Ramsey County's share <br />will be $4,598 so a total will be raised of $8,138, and the <br />balance of $9,549 will be spread over general taxes. <br />
