<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville, Ramsey County, Minnesota <br />November 19, 1979 <br /> <br />Pursuant to due call and notice thereof a regular meeting of the <br />City Council of the City of Roseville, Ramsey County, Minnesota, was duly <br />held at the Civic Center, 2660 Civic Center Drive, in said City on the <br />19th day of November, 1979, at 7:00 p.m. <br />The following members were present: Acting Mayor Tbm Curley, <br />Councilrren Franke, Kehr I and Anderson <br /> <br />and the following were absent: Mayor Demos <br /> <br />Member Kehr introduced and read the following <br />written resolution and moved its adoption: <br /> <br />RESOLUTION NO. 6900 <br /> <br />WHEREAS, a single city or county rarely has adequate staff or other <br />resources to conduct the thorough and prompt investigation required for the <br />expedient solution of a very complicated and time consuming major crimes; and <br /> <br />WHEREAS, perpetrators of major crimes often flee to, and take refuge in, <br />cities or counties other than those in which the crimes have been committed; and <br /> <br />WHEREAS, witnesses and other pieces of evidence of a major crime are often <br />found in more than one city or county; and <br /> <br />WHEREAS, the commission of a major crime in any city or county poses a <br />threat to the safety, health and welfare of the residents of the entire <br />surrounding area; and <br /> <br />WHEREAS, a pooling of investigative resources in a combined investigative <br />action by neighboring cities and counties can result in the expedient solution <br />of major crimes; and <br /> <br />WHEREAS, Minnesota Statutes, Section 412.221 and Section 387.03 grants to <br />cities and counties the separate power to provide for the government and good <br />order of their cities and counties for the prevention of crime, for the <br />protection of public and private property, and for the promotion of the health, <br />safety and welfare of their residents; and <br />
