<br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, July 01, 2009 <br />1. Call to Order <br />1 <br />Chair Daniel Boerigter called to order the Variance Board meeting at 5:30 p.m. and reviewed the <br />2 <br />role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Daniel Boerigter; and Commissioners John Gisselquist and Andre Best. <br />6 <br />Members Absent: None. <br />7 <br />Staff present: City Planner Thomas Paschke and Associate Planner Bryan Lloyd. <br />8 <br />3. Review of Minutes <br />9 <br />MOTION <br />10 <br />Member Boerigter moved, seconded by Member Best, to approve meeting minutes of <br />11 <br />February 4, 2009 as presented. <br />12 <br />Ayes: 2 <br />13 <br />Nays: 0 <br />14 <br />Abstentions: 1 (Gisselquist) <br />15 <br />Motion carried. <br />16 <br />4. Public Hearings <br />17 <br />a. PLANNING FILE 09-016: Request by Thomas Martin for approval of a VARIANCE to <br />18 <br />Roseville City Code, Section 1017 (Shoreland Management) to allow a porch <br />19 <br />expansion that would encroach further into the required shoreland setback at 361 <br />20 <br />South Owasso Boulevard <br />21 <br />Chair Boerigter opened the Public Hearing for Planning File 09-016. <br />22 <br />City Planner Thomas Paschke reviewed staff’s analysis of the request to allow <br />23 <br />construction of a porch that would encroach four feet (4’) farther into the required setback <br />24 <br />from the ordinary high water level of Lake Owasso, to allow for better use of that space. <br />25 <br />Staff recommended APPROVAL of the requested VARIANCE, based on the comments <br />26 <br />and findings of Section 5 and the conditions of Section 6 of the project report dated July <br />27 <br />01, 2009. <br />28 <br />Mr. Paschke advised that staff had received no verbal and/or written comments related to <br />29 <br />this case. <br />30 <br />Applicant, Thomas Martin, 361 South Owasso Boulevard <br />31 <br />Mr. Martin concurred with staff’s analysis; advising that the existing structure was ready <br />32 <br />to fall down; and that the current dimensions built to accommodate two (2) previously <br />33 <br />existing trees, were no longer necessary, as the trees had been removed. Mr. Martin <br />34 <br />noted that his intent was to raise the roof line and add the additional height to allow for <br />35 <br />more light into the home and porch itself. Mr. Martin noted that there was an adjacent <br />36 <br />cabin setting on the lot line blocking their view of the lake. <br />37 <br />Mr. Martin confirmed, at the request of Chair Boerigter, that he had spoken to <br />38 <br />surrounding property owners, who voiced no opposition to the proposed variance. <br />39 <br />Chair Boerigter closed the Public Hearing, with no one appearing for or against. <br />40 <br />MOTION <br />41 <br />Member Boerigter moved, seconded by Member Gisselquist to APPROVE Variance <br />42 <br />Board Resolution No. 86 entitled, “A Resolution APPROVING a VARIANCE to <br />43 <br />Roseville City Code, Section 1017 (Shoreland Management) for Thomas Martin, 361 <br />44 <br />South Owasso Boulevard (PF09-016);” to allow construction of a porch that would <br />45 <br /> <br />
