<br />1J~/r <br />~~~>> <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 24, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of-the City of Roseville, Minnesota, was <br /> <br />duly held in the City Hall in said City on Monday, the 24th day <br /> <br />of August, 1981, at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br />Councilmen Franke, Kehr and Johnson; and the following was ab- <br /> <br />sent: Councilman Curley. <br /> <br />Mayor Demos indicated that this was a continuation of the <br /> <br />hearing held on August 10, 1981, and stated that the hearing <br /> <br />was open for the consideration of any further objections to the <br /> <br />proposed assessment. <br /> <br />Mr. Mark Murlowski, the developer of Belair Lake Josephine <br /> <br />Heights, appeared and stated that he was agreeable to the recom- <br /> <br />mended change in the assessment. He felt that the formula for <br /> <br />five-sided lots resulted in a more equitable assessment for all <br /> <br />of the properties involved. However, he did object to the <br /> <br />assessment on the grounds that it was changed "in the middle of <br /> <br />the ballgame" and felt that Lot 1 would receive most of the <br /> <br />benefits from the improvement. <br /> <br />No one else appeared to be heard and Mayor Demos declared <br /> <br />the hearing closed. After a discussion of the views presented by <br /> <br />the affected property owners at the public assessment hearing <br /> <br />held on August 10, 1981, Councilman Kehr then introduced the <br /> <br />following resolution and moved its adoption: <br />
