INTRODUCTION <br />On behalf of McDonald's USA LLC "McDonald's Landform is pleased to submit this application for Master <br />Planned Unit Development and Final Planned Unit Development approval to allow demolition and <br />reconstruction of McDonald's restaurant at 1313 West County Road E. The 1.15 -acre site is owned by <br />McDonald's USA LLC (1650 West 82 Street #900, Bloomington, MN 55431- 9888). <br />MASTER PLANNED UNIT DEVELOPMENT <br />Restaurants are a conditional use in the B -2 zoning according to the Land Use Chart in Section 1325, but will <br />be processed as a PUD as outlined in 1320.085 and 1320.14 of the City Code. We have prepared a plan that <br />complies with the purpose and intent of the ordinance standards for redevelopment of the McDonald's <br />restaurant with drive through on this site. <br />The new site plan will allow the drive though lane to be separated from the parking area, which will improve <br />access within the site by minimizing conflicts. The new double drive- through will also reduce wait times in the <br />drive through. <br />The project complies with all drive through restaurant regulations specified in Section 1320.085, Subd. 3 and <br />1325.04 of the Ordinance, except that modifications from the following requirements are requested through the <br />PUD process: <br />1. At least 50% of the largest building on each site shall be constructed at the front setback line. <br />The nature of the restaurant and the parking requirements for the use require this flexibility, which will <br />allow the building to be pushed to the rear of the site. This allows the drive though lanes to be screened <br />from Connelly Avenue by the building and allows the drive through lanes to be separated from the parking <br />and the main building entrance, which results in a safer, better functioning site. <br />2. No more than 50% of the parking on a site may be between buildings or in the side yards. <br />As noted above, all 44 parking stalls are located in the front of the building (between the building and <br />Connelly Avenue) in order to reduce potential conflicts with the drive through traffic. <br />3. Building Architecture. <br />The proposed building is a mix of brick, EFIS and glass with metal accents. This variety of materials <br />provides an enduring, timeless and well detailed building as specified in the ordinance; however, we are <br />requesting flexibility from the requirement that not more than 25% of the building be EFIS. The building is <br />aesthetically pleasing, complies with the purpose and intent of the ordinance and will be compatible with <br />other uses in the neighborhood. <br />MCD10084 L A N D F 0 R M December 1, 2010 <br />Project Narrative 2 <br />
