ARDEN HILLS PLANNING COMMISSION—December 8,2010 2 <br /> A. Presbyterian Homes Tax Increment Financing Resolution <br /> Community Development Director Jill Hutmacher stated the Planning Commission is <br /> being requested to determine whether the redevelopment plan for Presbyterian Homes of <br /> Arden Hills conforms to the general plans for the development and redevelopment of the <br /> City as described in the comprehensive plan for the City. On November 3, 2010, the <br /> Planning Commission approved Planning Case 10-012 and the Findings of Fact for that <br /> approval include: <br /> 1. The application is in keeping with the spirit and intent of the Zoning Code and <br /> Comprehensive Plan; <br /> 2. The application is not anticipated to create a negative impact on the immediate area <br /> for the community as a whole because the facility has operated in the sire since 1955; <br /> the land use of the site is not proposed to change; the quality of the development and <br /> site design are anticipated to generally enhance the aesthetics of the site and <br /> surrounding area; and the impacts on Lake Johanna and water quality will be <br /> improved by increased storm water management and setbacks to the lake. <br /> 3. The Master PUD and Final PUD advance the City's goals outlined in the <br /> Comprehensive Plan by promoting the development of a variety of housing options; <br /> preserving and increasing high-quality housing opportunities that are suitable for a <br /> mix of ages, incomes and household types; encouraging the incorporation of <br /> affordable, life-cycle, and work force housing into new development and <br /> redevelopment where feasible; and promoting the protection of lakes and the natural <br /> environment. <br /> Community Development Director Hutmacher stated that although the Planning • <br /> Commission has already approved the Presbyterian Homes of Arden Hills project, TIF <br /> statutes require that the Commission approve a separate resolution finding that the <br /> redevelopment plans conform to the City's Comprehensive Plan. She outlined the TIF <br /> request and TIF District map and provided additional background information including <br /> how TIF is evaluated. <br /> Chair Larson clarified the TIF District map does not include the TCAAP property. He <br /> also asked what the term would be for this request. <br /> Community Development Director Hutmach stated this was correct and the City could <br /> amend the map at a future date or create a new district in the future for this property. She <br /> also explained that the term for this request would be 16 years but it is expected to be <br /> completed in 14 years and the District could be decertified at that time. <br /> Chair Larson opened the floor to Commission questions. <br /> There were no additional questions from the Commission. <br /> Commissioner Reiff_moved, seconded by Commissioner Thompson to recommend <br /> approval of Resolution 2010-001• Approving the Redevelopment Plans of <br /> Presbvterian Homes of Arden Hills Conforms to the City's Comprehensive Plan as . <br />
