Zoning Code Amendment, Application
December 1, 2010
Property Owner:
Independent School District 621
2959 Hamline Avenue North
Roseville, MN 55113
Location of Project:
Mounds View High School
1900 Lake Valentine Road
Arden Hills, MN 55113
Property Legal Description:
Part of Se Of Sw Lying SIy Of C/I Of County Road F (subj To Rd, hwy Esmts In Sec 21 Tn 30
Rn23 In Sd Sec 28 Tn 30 Rn 23 W 400 Ft Of Nw 1 /4 Of Ne Lying SIy Of CI Of County Road F
Together With Ne Y4 Of Nw (subj To Rd Esmts) In Sec 28 Tn 30 Rn 23
STORAGE TICKET SALES BUILDING
NARRATIVE
The Independent School District 621 is requesting an approval of an Amendment to the Zoning
Code to allow accessory structures for non residential uses within residential zoning district to
exceed the current dimensional limitations (1,458 SF) without the issuance of a variance.
Chapter 13, Section 1325.01, Subdivision 7 of the Arden Hills Zoning Code states the following:
Subd. 7 Accessory Structures in Exceptional and Unusual Circumstances in all Zoning Districts.
Deviations from these requirements may be permitted after Planning Commission review and
City Council approval of a site plan in accordance with Section 1355.04 Subd 5 and with
documentation showing the unusual circumstances justifying the proposed deviation and plans
for the proposed accessory structure. Under no circumstances shall the total floor area of an
accessory structure in the R -1, R -2, and R -3 district exceed one thousand four hundred and fifty-
eight (1,458) square feet without an approved variance that meets the requirements of Section
1355.04 Subd 4.
Currently Mounds View High School, a 'School, General Education' use, is located within the R -1
Single Family Residential Zoning District through the issuance of a Conditional Use Permit
(approved Planning Case 84 -001). It appears that the intent of Chapter 13, Section 1325.01,
Subdivision 7 is to limit the size of an accessory structure on residential Tots that are used for
residential uses.
The Independent School District 621 is proposing to construct a Storage Ticket Sales Building
on the Mounds View High School site located at 1900 Lake Valentine Road. The proposed
building is approximately 1,787 square feet. A portion of the building will be used for ticket
sales to sporting events, while the remainder of the building will be used for storage of
maintenance and athletic equipment. While this site is located in a residential zoning district, it
is not used in the same manner as a residential use and seems that it should not be held to the
same size limitations as a single family residential use. Therefore, the School District is
requesting an amendment to Chapter 13, Section 1325.01 to allow accessory structure for non-
residential uses within residential zoning district to exceed the current dimensional limitation
(1,458 SF) without the issuance of a variance.
The underlined text shows the proposed additions. Please modify as you see fit.
