Amended CUP, Application <br />December 1, 2010 <br />Property Owner: <br />Independent School District 621 <br />2959 Hamline Avenue North <br />Roseville, MN 55113 <br />Location of Project: <br />Mounds View High School <br />1900 Lake Valentine Road <br />Arden Hills, MN 55113 <br />Property Legal Description: <br />Part of Se Of Sw Lying Sly Of C/I Of County Road F (subj To Rd, hwy Esmts In Sec 21 Tn 30 <br />Rn23 In Sd Sec 28 Tn 30 Rn 23 W 400 Ft Of Nw Of Ne Lying Sly Of CI Of County Road F <br />Together With Ne Of Nw (subj To Rd Esmts) In Sec 28 Tn 30 Rn 23 <br />STORAGE TICKET SALES BUILDING <br />NARRATIVE <br />The Independent School District 621 is requesting an approval of a Conditional Use Permit (CUP) <br />Amendment to include a Storage Ticket Sales Building at the Mounds View High School site <br />located at 1900 Lake Valentine Road in Arden Hills. <br />The proposed Storage Ticket Sales Building was not included on the Master Plan approved in <br />Planning Case 84 -001, and therefore a CUP amendment is required to include the proposed <br />Storage Ticket Sales Building. <br />The proposed Storage Ticket Sales Building is generally located to the north and west of the <br />existing football field and track and to the west and south of the existing parking lot. The <br />proposed building is approximately 1,787 square feet, and is constructed of textured CMU <br />surface to match the existing Concessions Building. The roof will be constructed of standing <br />seam metal or asphalt shingles. A portion of the building will be used for ticket sales to sporting <br />events, while the remainder of the building will be used for storage of maintenance and athletic <br />equipment. The existing security fencing will be repositioned on either side of the building, <br />allowing secured access to the field. <br />The area proposed for the Storage Ticket Sales Building is currently a paved surface, therefore <br />no additional impervious surface or removal of vegetation will result from the construction of <br />this building. Minor grading will occur on the site, and therefore the drainage patterns will not <br />significantly change as a result of construction. Lighting will be consistent with the existing <br />concessions building on site. <br />The proposed project will not impact traffic or parking conditions on the site or in the adjacent <br />neighborhood. The proposed project will not produce any permanent noise, glare, odors, <br />vibration, dust, smoke, air pollution, heat, liquid, or solid waste. Temporary noise and dust may <br />be created during construction. The proposed project will not have any impacts on school <br />population or density. Park dedication fee is not applicable to this application, and the <br />proposed project does not conflict with the City's Comprehensive Plan or the intent of the <br />Zoning Code. <br />
