'� <br />�S EN HILL5 <br />� <br />MEMORANDUM <br />DATE: July 28, 2008 <br />TO: Honarable Mayar and City Council <br />Ronald Moor�e, City Administrator <br />FRQM: Michelle Qlson, Parks anc� Recreation Manager `�d <br />SUBJECT: Resolution 2008-36: Rice Creek North Regional Trail Wiidiife Co�rridor Habitat <br />Restoration Plan <br />BACKGROUND <br />On January 21, 1998, the City of Arden Hills approved ihe Rice Creek North Regional Trail <br />Corridor Master PIan. This plan was amended i.n January of 2003 by Ramsey County Parks and <br />Recreation and approved by the City by Resolution No. 03-18, incorparating an addiiional 49 <br />acres into the plan generally referred to as ihe "Wildlife Corridor". The Corridor described in <br />the Rice Creek Narth Regional Trazl Mas�er Plan Amendmeni is intended to allow a wildlife <br />travel connection between Rice Creek and the Arden Hi�ls Army Training Site {AHATS). This <br />corridor was selected because of the existing w�tlanc� and stream connections fram Rice Creek ta <br />AHAT� wetlands. The coiridor wi11 be used by a wide variety of wildlife. Cammon species can <br />use the corridar ir� its current state. However, most small marnmals, reptil�s and amphibians are <br />currently �imited in their movements through the corridor because of the resi�cted creek corridor <br />and existing roads. The increased wetlands and prairie areas will increase the resident <br />populations of �he varions species. <br />The Ramsey Couz�ty Parks and Recreation prepared the Rice Creek North Regional Trail <br />Wildlife Habitat Restoration Plan (attached for your review) wi�h the intent to guide future <br />restoraiion efforts wiih the thought that as the City's developer is working on the larger site, <br />there may be opportunities to implement �lements of �his plan as remediation and mitigation <br />efforts are underway. The plara was recommended for approval an April S, 200$ by the Ramsey <br />County Parks and Recreation Commission. The Parks, Trails, and Recreation Committee did <br />review and recommend the plan for approval at their June �7, 2008 meeting. <br />Staff prov�ided a copy of the plan to the developer far review. They submitted the following <br />comments and questions on the plan. Rarnsey Couniy's response is also listed below. <br />1.
