Draft January 5, 2011, Planning Commission Minutes <br />Planning Case 11-003; Zoning Code Amendment and ConditianaI Use Per�xait Amendmenf; <br />1900 Lake Valentine Road; Mounds View Public Schools — Public Hearing <br />Ciry Plaruzer Beekman stated Mounds View Public Schools is requesting a Zoning Code <br />amendment and CUP amendrnent to allow a 1,7$7 square-�oot ticket sales and storage <br />building near the existing football field on the Mounds View High School campus. <br />City Planner Beekman pravided background infozx�ation and stated the City Attorney has <br />reviewed the submitted Zoning Cade anr�endment Ianguage and does not have any <br />concerns over the proposed modifications. Staff offers the following sixteen findings of <br />fact for consideration: <br />General Findings: <br />1. The applicant is praposing to construct a 1,787 square-foot accessozy ticket sales and <br />starage building. <br />2. Mounds View High School operates under a Condiiional Use Perrnit in the R-1 <br />Zoning District. <br />3. A Zoning Code amendment is required to allow an acc�ssory structure in excess of <br />1,458 square-feet in the R-1 District. <br />4. A CUP amendment is required to allow the proposed structure on the subject <br />property. <br />5. Acc�ssory structures are permitted under ihe original Conditional Use Permit <br />agrEement. <br />6. The proposed application will not exceed ihe lot coverage limits for the property. <br />7. The proposed application meets all sethack requirernents. <br />8. The applicant is not proposing to rexa3ove any vegetation from the site. <br />9. The proposed structure wo�ld meet the size requirements of the Code if the <br />applicant's xequest for an amendt�ent to ihe Zoning Code were approved. <br />1 Q The proposed structure meets all other requirements of ihe Zoning Code. <br />�n the Conditional Use PeYn2it Amendment: <br />11. The proposed project is not expected to have any impact on traffic or parking <br />conditions since no change in the schaol population or ihe schedule of games is <br />expected as a result o� this application. <br />12. The pxoposed project will not produce ar�y permanent noise, glare, odors, vibration, <br />smoke, dust, air poi�ution, heat, liquid, or solid waste. <br />13. The proposed project will not affect storm water runoff since impervious surface is <br />noi increased and no grading is taking place. <br />14. The proposed projecf is not expected to have any impactis on schaol populatian or <br />density. <br />15. A park dedicatioz� fee is not appiicable to this applicaiion. <br />16. The proposed project does not conflict witY� the City's Comprehensive �lan or the <br />intent of the Zoning Code. <br />
