addition, Eureka Recycling has provided unique educational efforts for Arden Hills' residents <br />including: <br />• A comm�nity booth at the City's Celebrate Arden Hills fall festival <br />• An ar�nual Guide to Recycling mailed to residents <br />• Educational tagging to inform residents why a particular itern was not picked up <br />• An infarmation hotline serviced by environmental educators to answer residents' <br />questions and assist in finding expanded opportunities to r�cycle <br />• Annual reports detailing the City's recycling efforts <br />• Trucks using a 20% biodiesel blend that cuts eznissions of particulate matter, <br />hydrocarbons, and carbon monoxide. <br />Eureka Recycling also contin�.es to advance their mission of zero waste. They are currenily <br />working with the City of St. Paul on a five-neighborhood stud� dealing wiih the feasibility of <br />curbside coilection of compostable materials. The puzpose of the study is to discover ways <br />through which Eureka may be able to collect organic materials for compost in the fufure. <br />Contract Renewal <br />Staff has met with Eureka Recycling and discussed options pertaining to the renewal oi the <br />existin.g contract. Eureka Recycling has submitted a letter (Attachment B) slu�nmarizing <br />recycling statistics specific to Arden Hills. Their experience has been very positive in the City, <br />and they ha�e found that recycling rates, as well as quality of materials collected, are exfrerraely <br />high co�npared with other communities they serve. Eureka is interested in continuing their <br />contract with the City. The City has the optian of renewing the contract for either one or both <br />one-year options at this tim�. The City also has tl�e option of amending the e�isting contract to <br />extend it an additional three years. Eureka has indicated that they would be supportive of such <br />an amendment. How�ver, given the recent volaiility o� the market it may be prudent to re�ier�v <br />recycling trend,s in two years and negotiate an amendment to the contract at that time if the Ciiy <br />decides io do so. <br />Recommendatio� <br />Staff has contacted R.W. Beck, an environmental consultant for Ramsey County, and Ramsey <br />County's Environmental Health Department which coordinates the SCORE Grant program and <br />handles recycling programs throughout Ramsey County. R.W, Beck callects information about <br />recycling service providers throughout the Caunty. <br />They have found that recycling service prices are on the rise due to the significant dip in the <br />market in 2008 and 2009. Most recyciing service providers are inereasing fees as well as adding <br />fuel charges to their new contracts.
