ARDEN HILLS, M[NNESOTA <br />RENEWAL AND RENOVATION TIF DISTRICT <br />CODEICONDITION AEFICIENCY REPORT <br />November 19, 2Q10 <br />Map No. & Bnilding Nam�e: Map No. iA -� LakeView Building <br />Inspection Date(s) & Time(s}: October 29, 2010; 1:OOpm <br />Inspec�ion Type: Interior/Exterior <br />Summary of De�cie�cies: It is our proiassional opinion #hat this building is Substandard because: <br />- BuiIding Code deiiciencies total more than 15% of replacement cost. <br />- Substantial renovation is required to cox-irect Canditions found. <br />Es�imated RepEacennent Cost: $24,837,586 <br />Estimated Cost to Correct BuiFding Code Deficienties: $6,314,029 <br />Percentage of Replacement Cost: �fl°�u <br />Describtion of Conditian De�iciencies <br />Miruiesota Statutes, Section �69.174, Subdivision 10, states that a building is Structurally Substandard if it <br />contains "defects in structural elennents or a combinatian of deficiencies in essential utilities and facilities, light <br />and ventilation, fire protection including adequate egress, layout and condition of interior partitions, or similar <br />factors, which defects or deiiciencies are of suffic�ent total significance to justify substantiai renovation or <br />clearance." <br />A. Defects in Struetural Elements <br />1. The existing shingle and membrane roois should be repiaced. <br />2. The building is experiencing water intrusion in multiple Iocations causing damage to walls, #loors and <br />ceilings. <br />B. Comhinaiion of Defciencies <br />1. Essential Utilities and Facilities <br />a. Domastic water supply system is inadeguate. <br />h. Mechanical system is inadequate. <br />c. The existing bathrooms in each unit are too small to meet ADA requirements. <br />d. Repair fin-tube radiation in corridors (20 percent). <br />e. Asbestos wrap to be rernoved in mechanical rooms. <br />2. Li�ht and Ventilation <br />a. Install a new ventilation system. <br />b. Upgrade eIectrical panels. <br />c. Water inside light fixture in rear exit corridor. <br />d. RepIace T-8 light fxtures. <br />e. Window and door glazing in corridors have broken seals. Glass fogging up. <br />3. �'ire Protection/Adequate E r� <br />a. Remove unit heater in rear exit stairwell. Currently blocking egress. <br />b. Replace four elevators to meet curren# eleva�or code. <br />c. W�eel chairs stored in corridors due ta lack of space in rooms. <br />�F. Layout and Condition of Interior Partitions/Materials <br />a. Paint required on 5 percent of wall surfaces. <br />b. Carpet damage in 5 pe:rcent af building. <br />
