Upon receipt of a completed application and any investigation required thereby, the City Adrrtinisiratar (or d�signee) shall forward the application ta the City Council for action at a regularly scheduled Council meeting. If t1�e City Administra#or {or designee} determines that an application is incompleie, the application shall be retu�ned to the applicant with notice of the information required to complete the application. Subd 2. Action. The Ciiy Council �nay either approve or deny the license application. If the City Council approves the license, the City Administrator (or designee) shall issue the license to the applicant. If the City Council denies the license, a notice of the denial shaIl be given to the applicant containing the City Council's reason for denial. Subd 3. Terms. All licensees issued under this section shall be valid until December 31 of the year the iicense is issued. Subd 4. Revocation and Suspenszon. Any license issued under this section my be revoked or suspended as pravided in the violation and penalties subsection. Subd 5. Transfers. All licenses issued under this section shall be va.lid only on the premises for which the license was issued and only for the person or �ntity to whom the license was issued. No transfer of any license to another Iocation or person or entity sha11 be valid wii�iout the prior approval of the City Councii. Subd. 6. Moveable Place of Business. Na lic�nse shall be issued which allaws a tobacco product or a tobacco product or a tobacco related device to be sold in a moveable piace of business. 5ubc� 7. Display. All licenses shall be posted and displayed in plain view of the general public on the license prernises.
