1. Introduction and Summary <br />a. Purpose of Report and Study Objectives <br />The City of Arden Hills is developing a Guiding Plan for the B2 <br />District. The purpose of this report is to determine if existing <br />transportation infrastructure can accommodate the redevelopment <br />contemplated in the Guiding Plan and to recommend changes to the <br />transportation infrastructure to enhance the redevelopment. <br />The study objectives are: <br />i. Determine how the existing County Road E/Hamline Avenue <br />West Ramp, County Road E/Connelly Avenue, County Road <br />E/Pine Tree Drive, County Road E/Holiday Inn Site Driveway, <br />County Road E/Arden Plaza Driveway, County Road <br />E/Lexington Avenue, and Lexington Avenue/Harriet Avenue <br />intersections currently operate. <br />ii. Determine if the above intersections will operate acceptably <br />after the redevelopment is fully occupied in 2030. <br />iii. Recommend improvements if needed. <br />b. Executive Summary <br />The City of Arden Hills is planning for redevelopment along the <br />County Road E corridor. The redevelopment is planned to occur on <br />three different sites along the corridor: (1) the Pot ‘O Gold bingo hall <br />site will be replaced with 15,000 square feet of offices, (2) the Holiday <br />Inn hotel will be replaced with 95 apartment units and 120,000 <br />square feet of office, and (3) the 46,000 square feet of offices on the <br />Arden Plaza site will be replaced with a 14,400 square foot pharmacy <br />and 5,000 square foot shopping center. <br />To determine if there will be significant traffic impacts to the County <br />Road E corridor, the following intersections are analyzed in this <br />study: <br /> County Road E & Hamline Avenue West Ramp <br /> County Road E & Hamline Avenue East Ramp/Connelly <br />Avenue <br /> County Road E & Pine Tree Drive <br /> County Road E & Holiday Inn Site Driveway <br /> County Road E & Arden Plaza Driveway <br /> County Road E & Lexington Avenue <br /> Lexington Avenue & Harriet Avenue <br />Guiding Plan for the B2 District 1 Arden Hills, MN <br />Traffic Impact Study December 2008 <br /> <br />
