No�tlawester� College operates under a Maste:r Planned Unit Development (PUD)_ Constnzctian <br />projects and changes ta the campus that are substantially consistent with the approved Master <br />PUD require onIy a site plan review with the Planning Commissian and City Couneil prior to <br />implementation. <br />The applicant has submitted a narrative describing the project, a site plan, utility and grading <br />plans, landscaping and tree rernoval plans, ligkating plans, architect�ral elevations of the future <br />parking structure, and renderings af the proposed landscaping (Attachment D}. <br />Thas is the f�rst application to go before the Planning Commission and City Council since the <br />Master PUD was appraved on October 29, 2007. <br />Buildin_g_Official ant� Fire Marshal Review <br />The City Building Off cia� and Fire Marshai have determined that the proposed road is required <br />to be 20 feet in width. The applicant is aware of this requirement and has agreed to widen the <br />road to n�eet the 20 foot requirement. While this change will impact the impervious surface <br />coverage on the site, it is no# anticipated to increase the coverage beyond the 35 pereent <br />max�mum. <br />Findin�s of Fact <br />The Planning Commission offers the following thirteen findings of faet for the Nos-thwestern <br />College Site Alan Review for �he City Council's consideration: <br />General Findings: <br />I. The proposed pro}ect incIudes 1,604 feet oiroadway and a 264 stall surface parking lot. <br />2. The proposed use is in conformance with the R-1 District. <br />3. The proposed pro�eet is in s�bstantial conformance vvith the approved PUD Master Plan. <br />�. The proposed plans conform to a�l appIicable R-1 Zoning Reg�latians. <br />5. The proposed plans meet i�npervious coverage requirements. <br />6. The proposed project meets all setback requirements. <br />7. The proposed pla�zs are in conformance with a�l applicable General Zor�ing Regulatior�s. <br />On the Site Plan Review: <br />7. The proposed road is 16 feet in width, which does not meet fire code requirements of 20 <br />feet in widt�a. <br />S. T13e proposed plans meet ai3 other site plan revzew requirements. <br />9. The proposed plans are subject to approval from the RCWD. <br />10.
