Otter Lake Boat Launch Redevelopment. The Commission was involved in <br />planning of the improvements of the parking lot and installation of a restroom facility <br />to support the boat access and off -leash dog area. Based on this plan, the Department <br />secured a grant from the Minnesota Department of Natural Resources to implement the <br />project. <br />Off -leash Dog Areas. Ramsey County has been a leader in the provision of off <br />leash dog areas in the Twin Cities Metropolitan Area. The Commission's involvement <br />began in 1990 when dog owners approached the Department and <br />the Commission about designating off-leash dog areas within county <br />and regional parks. The Commission endorsed the initial pilot pro- <br />gram that involved Rice Creek and Battle Creek sites. In addition, w. <br />Commission members participated on an evaluation committee <br />which ultimately recommended the addition of the Otter Lake and <br />Woodview sites. During the past couple of years, the Commission <br />has been involved in recommending improvements to the off -leash <br />dog areas including some boundary adjustments and installation of sy <br />Y <br />perimeter fencing. <br />Prairie /Oak Savannah Restoration. The Natural Re- <br />source Management Plan recommended by the Commission estab- <br />lishes a framework for restoration of natural resources within Ram- <br />sey County park and open space. Based on the Natural Resource <br />Management Plan, the Department has been successful in securing <br />State and Federal funds for projects within Battle Creek Regional <br />Park, Vadnais Snail Lakes Regional Park and Bald Eagle -Otter Lakes <br />Regional Park. <br />Review of Proposed Operating and Capital Improvement Budget. <br />The Commission has welcomed the opportunity to review and make recommendations <br />on the proposed biennial (2010 -2011) Operating Budget and the six -year (2010 -2015) <br />Capital Improvement Program for the Department of Parks and Recreation. The Com- <br />mission views parks and recreation services as essential to the quality of life in Ramsey <br />County and appreciates the County Board's financial support for operations and capital <br />improvements. <br />
